Position Description

Plan of Work

IRC is looking for a motivated public health and project management expert to offer managerial and technical support to the HeRON consortium program and its implementing partners, working with States’ MoH to improve the health system.

The post holder will be responsible for providing sound technical management and coordination support of HeRON consortium IPs for the successful implementation and achievement of project deliverables, and will report to the HeRON Consortium Deputy Team Leader.

In order to ensure that the program is carried out in accordance with work plans and budgets, in accordance with donor policies and States’ government priorities, with a focus on program quality and sustainability across health system strengthening components, he or she will be responsible for regularly working directly with HeRON IPs’ technical leads. In order to ensure effective monitoring of HeRON implementation and progress, he or she will be in charge of maintaining regular contact and oversight with the project’s technical teams and State health authorities.


Program administration, technical excellence, strategy, and collaboration

  • The senior manager is in charge of organizing the activity planning of IPs while working under the direction of the consortium deputy team leader to ensure project quality and alignment of IP methods and actions.

  • The senior manager, in collaboration with the HeRON field coordination manager, will offer technical direction and support to all IPs for planning, implementation, monitoring, quality assurance at the LGA level, and innovation with regard to HSS and high-quality service delivery.
  • He or she will collaborate with the consortium management team and IPs; he or she will be expected to politely communicate with the program and support teams regarding the performance of the consortium.


  • Support HeRoN interventions on HSS at the LGA level in their conception, review, and implementation.
  • Make sure the project adheres to the standardized protocols, regulations, and standards established by the State MoH, SPHCDAs, the Federal Ministry of Health, and the WHO.
  • Working along with the consortium management team’s M&E team, By establishing quality assurance procedures and checks, you can raise the caliber of the project’s activities. Work closely with State and LGA health authorities to actively participate in coordinating.
  • Support the development of novel knowledge management strategies, taking best practices and evidence production into consideration, in partnership with the Senior M&E Manager and HeRoN Managers.

  • Help the HeRoN Managers troubleshoot technical challenges during project implementation by coordinating with the LGAs’ focal points.
  • Enhance main stakeholder ownership of the program through community involvement, consultation, and the implementation of participatory methodologies in conjunction with the consortium partners.
  • Visit the implementation sites of partners on a regular basis to conduct field monitoring and supervision.

Organizing & Representing

  • As needed, represent the project to senior members of the state and local governments, partner organizations, etc.
  • Develop and maintain active working relationships with important stakeholders, government actors, international and local NGOs, etc. in conjunction with the consortium leadership.
  • Participate in all coordination meetings for the HeRON consortium, field implementation meetings with partners, and any other necessary internal IRC sessions.
  • Participate in necessary TWGs and TSK forces as well as external coordination meetings (Health cluster, Nutrition cluster, etc.).
  • When necessary, arrange field monitoring visits for internal and external stakeholders.
  • Management of employee performance, learning, and development:
  • Hire new team members for HeRON, keep them under control, and develop their managerial and technical skills.
  • To strengthen the team’s strengths, develop and implement remote management capacity building strategies.
  • Direct-report workers should receive coaching, training, supervision, and mentoring in addition to clear expectations being communicated, annual performance goals being created, regular and timely constructive and positive performance feedback being given, and semi-annual performance reviews being documented.
  • Keep communication with team members open and professional, foster a culture of cooperation, and offer staff oversight and direction to help them succeed in their roles.
  • To guarantee proper departmental coverage, approve and monitor all time, attendance, and leave requests; ensure the timely, accurate submission of timesheets; and conduct probationary reviews.
  • Meetings with each direct report should be of a high caliber, and they should occur at least once each month.
  • Provide a quantifiable growth plan that includes on-the-job training with the intention of enhancing technical ability, fostering knowledge sharing within the team, and offering career path direction.
  • Determine any staff performance issues as needed, then collaborate with human resources to document and resolve them in compliance with the national staff employment policies.
  • Keep communication with team members open and professional, foster a culture of cooperation, and offer staff oversight and direction to help them succeed in their roles.
  • Encourage and monitor the care and wellbeing of the workers. Set an example of good work-life balance practices. Encourage appropriate responses to identified staff care needs of both domestic and foreign personnel.

Determine, train, and develop the competency and capacity of national employees to successfully transition roles and responsibilities by the conclusion of the assignment as part of the succession plan and nationalization goals.

Technical collaboration includes the following individuals: Senior M&E Manager, HeRON Managers (Pharma, Governance), Consortium Finance Coordinator, HeRON Senior Project Manager, and HSS Advisors – MoH Embedded.

Direct position supervises: Borno/Yobe program support officer for the HeRON program.

  • Health-related bachelor’s degree (MD, RN, etc.)
  • It is preferred that candidates have post-graduate training in public health (Master’s degree).
  • An advantage is having prior training in project management, system strengthening, leadership, and governance.
  • Experience in the field, necessary technical skills, and leadership qualities:
  • Experience coordinating and implementing donor-funded health programs for at least three years, collaborating with national, state, and/or local health actors to improve the caliber and responsiveness of services.
  • The position calls for HSS expertise, relevant experience, a solid grasp of organizational techniques, and participation in consortium-led projects.
