responsibilities in general

  • Management of the field workforce for the ICLA project
  • Observing NRC guidelines, regulations, and practices
  • Contribute to the creation of ICLA strategy, project proposals, and needs and gap analysis.
  • Ensure excellent technical quality in managing and implementing the allocated portfolio of ICLA projects (activities, budget, and project documentation) in accordance with proposals, strategies, and donor requirements.
  • Report on progress on a regular basis to the Area Manager (AM).
  • Make sure projects are directed at those who need protection the most, and consider new and more effective ways to help.
  • Promote and disseminate suggestions for making the activities better and more essential modifications.
  • Ensure project staff capability and impart important skills.
  • communicate and work together with the appropriate local authorities and other important stakeholders.
  • In accordance with the advocacy strategy, advance the rights of refugees, IDPs, and returnees.


particular obligations

  • oversee the execution of ICLA programs in West Nile that target both refugees and host communities and focus on legal and civil paperwork, housing, land and property rights, and employment laws and processes.
  • Help the ICLA program team on the ground design precise work plans and objectives, follow up on their implementation, and take part in frequent performance monitoring of programs.
  • In order to enhance and monitor the quality of the NRC’s ICLA approaches, support the development of high-quality programming by identifying crucial areas for additional follow-up, developing strategies, and assisting with implementation.
  • ICLA-specific technical assessments and research should be conducted, recommendations should be made, and program implementation should be adjusted for needs and context.
  • Participate actively in pertinent coordination forums, such as camp-level protection, child protection, working groups against sexual and gender-based violence, housing and livelihood, and county coordination forums, as directed at the national level.
  • For project employees, especially staff from the refugee population, develop training modules, offer specialized technical learning or/and training, and support partner capacity building on ICLA thematic areas.
  • Develop and put into practice strategies that support safe programming and mainstreaming protection, and coordinate with partners and the NRC’s Protection specialist, including on protection case referrals.
  • Promote the NRC’s Child Safeguarding Policy and make sure that NRC ICLA staff and partners are aware of the policy’s reporting and investigation procedures.
  • Participate in monthly meetings of the area office’s coordination and operations, such as the monthly meeting of the program and the area management team.
  • Conduct performance evaluations for the staff under your direction at the beginning, middle, and end of the year.
  • Assist the M&E and grants team in producing timely, accurate donor and internal NRC reports by ensuring that data is consistently gathered and processed.

Professional competencies in general:

  • a bachelor’s degree in a related field, such as law, politics, social science, or another
  • a minimum of five years’ relevant experience in the field.
  • 2 years of project management and team-building experience in the field of protection.
  • knowledge of international law governing refugees and human rights. understanding of SPHERE standards and other international protection and humanitarian requirements
  • prior job experience in challenging and unstable environments.
  • technical expertise that has been documented in relation to the duties of the position.
  • Excellent computer skills and writing experience for proposals and reports.
  • strong communication abilities
  • supervisory abilities in project implementation
  • Conflict-resolution skills for both individuals and groups.
  • ability to meet deadlines and work with little supervision.
  • high levels of cultural sensitivity and awareness.
  • proficiency in the written and spoken English language.
  • relevant background in humanitarian settings, particularly in long-lasting crises
  • knowledge of the West Nile and refugee situations in Uganda
  • Language proficiency in the West Nile region will be advantageous.
