  • oversees and administers one or more of the organization’s primary programs.
  • By participating in various committees, drafting documents on policy topics, and acting as an advisor to the Executive Director and the Deputy Executive Director on the climate action subprogramme, the individual contributes to the formulation of the department’s overall strategies and policies. They also contribute to the overall management of the department’s activities and operations.
  • Leads complex organizational change management processes and communication to involve staff, establish the necessary organizational structures, and engage with member states on shared messaging on the new vision for the climate action division. Assists in the development of innovative and/or change management programs.
  • Formulates and executes the substantive work program for the Climate Division, establishing priorities and allocating resources to ensure outputs are completed and delivered on time, in coordination and cooperation with other UNEP divisions and offices, other UN System organizations, donors, and agencies.
  • Organizes work in the various areas both within the Division and in collaboration with UNEP Regional Offices through the UN Resident Coordinators and UN Country Teams. Oversees the management of activities carried out by the Division, ensuring that scheduled activities are completed on time.
  • develops and implements initiatives related to climate action with the goal of enhancing the ability of governments and other stakeholders, particularly those in developing nations, to confront climate change and providing technical assistance.
  • Coordinates and oversees analysis, the creation of reports, policy briefs, and presentations to donors and intergovernmental bodies like the Economic and Social Council, Committee for Permanent Representatives, Committee for Programme Coordination, Advisory Committee on Administrative and Budget Questions, UN Environment Assembly, Committee for Programme Coordination, Committee for Programme Coordination, Advisory Committee on Program Coordination, Committee for Programme Coordination, and other subsidiary bodies of the General Assembly and other policy-making organs, as well as relevant regional bodies.
  • reports to the UNEP Senior Management Team and relevant intergovernmental bodies on programmatic/substantive concerns, budget/program performance, and other pertinent topics, especially those included in biannual and/or yearly reports.
  • collaborates with regional offices to gather funding for projects from national and international sources. on the advice of other Division Directors, Regional Directors, and Sub-Program Coordinators, approves the allocation of the appropriate financial and human resources for the delivery of results linked to the strategic objectives.
  • ensures close and efficient communication with Regional Offices to ensure that projects having both regional and national components are designed jointly. accountable for delivering project results that are in line with the expertise and mission of their division.
  • ensures that the Division’s outputs meet high criteria for quality and that its reports are concise, factual, and supported by ample data. Before completion, makes sure that all outputs created by the division or office under his or her supervision adhere to the necessary criteria to guarantee that they are in compliance with the pertinent mandates.
  • carries out or supervises the performance of the programmatic and administrative duties required for the Division to operate, including budget preparation, performance parameter assignment and monitoring, critical indicator monitoring, budget/program performance reporting, preparation of inputs for results-based management, including budgeting, development of staff work plans, and performance assessment of staff (PAS).
  • oversees the hiring of workers for the division while taking into consideration the gender and geographic balance as well as other institutional values.
  • Fosters teamwork and communication among employees in the Division and across organizational boundaries. Manages, directs, develops, motivates, and instructs personnel under her/his direction.
  • provides programmatic/substantive expertise and, as necessary, holds programmatic/substantive and organizational discussions with representatives of other institutions. Chairs meetings, seminars, and other events on substantive-related topics. Represents the Organization at international, regional, inter-agency meetings, seminars, and conferences. .ensures that everyone has access to the data they require for discovery, integration, and sharing.

It is necessary to have an advanced university degree (Master’s degree or equivalent) in an associated field, such as environmental management, international relations, the social sciences, business or public administration, or economics. The first-level university degree may be accepted in place of the advanced university degree if it is combined with the necessary work experience.

Experience at Work

  • It is necessary to have more than fifteen (15) years of steadily increasing responsibility in human resource management, administration, logistics, financial management, budgeting, or a similar sector.
  • It is necessary to have prior experience in program and organizational administration in either the public sector, intergovernmental organizations, or the UN. Senior-level expertise in global and intergovernmental processes related to climate change is necessary.
  • Experience with policy design, analysis, and implementation is necessary.
  • It is necessary to have senior-level management experience with both human and financial resources.
  • It is necessary to have prior experience working in a global environment.
  • It is necessary to have experience assisting developing nations or those through economic transformation in their efforts to combat climate change.
  • Experience with UN country or regional plans, especially UN Common Country Analyses (CCAs) and UN Sustainable Development Cooperation Frameworks (UNSDCF), is preferred.


The working languages of the United Nations Secretariat are English and French. The listed position requires fluency in English. It would be ideal to know another official UN language. NOTE: “Knowledge of” equals a rating of “confident” in two of the four areas, while “Fluency” equals a rating of “fluent” in all four areas (read, write, speak, and understand).
