responsibilities and objectives

  • Conduct a stakeholder analysis to determine key engagement platforms and important stakeholders for youth engagement and climate change in Uganda.
  • A segmentation of prospective financial sources, including government institutions, development partners (bilateral, multilateral, UN), the business sector, and non-governmental organizations (NGOs), among others, will be done as part of this research.
  • Knowledge of the activities and priorities that the chosen stakeholders prioritize, as compared to the national priorities,
  • A ranking or prioritization indication based on relevance criteria, along with a summary of the platforms where Action for Climate Empowerment (ACE) issues are/could be discussed and where the project concept could be pitched as relevant at the national level and possibly at the regional level.
  • Select key stakeholders and platforms that are considered to be of the highest relevance to rallying support for the “Strengthening Youth Knowledge and Engagement on Climate Change in Uganda” initiative. The platforms should include at least 15 stakeholders and include at least 8 meetings or events.
  • Create a schedule and plan for engaging stakeholders that are pertinent, as well as a calendar of meetings and activities that are a part of the national and regional platforms that have been identified with the potential contribution. The personalized approach to be utilized for each platform and for each important potential contributor is described in this document.
  • Using visual assistance from the UN CC:Learn communication team, create specialized outreach tactics and materials to present the program, suited to the strategic goals, priorities, and interests of potential partners.
  • Implementation of the engagement plan and outreach strategies with all chosen stakeholders and platforms through a series of engagements, including formal and informal communications, submission of information/materials, bilateral discussions, presentation and facilitation at meetings/events, among other engagements and as appropriate, to increase support for the initiative, in close cooperation with the Government of Uganda and UNITAR.
  • Investigate options for presenting the project concept at high-level events that could be coordinated with other pertinent events on the government calendar (such as COP28 preparations), the calendar of the donor community (such as a meeting of the group of UN agencies overseeing the national UNSDCF environmental pillar, or a roundtable discussion with donors), the calendar of the private sector, or the academic calendar (such as events hosted by Makerere University or other universities).
  • Find and use opportunities for partnership with other climate change players (such as NGOs and CSOs) and climate change projects (such as UN programs), with a focus on those that are directed at young people.
  • Make recommendations on how to maintain stakeholder engagement after the consultant’s assignment in your report on stakeholder engagement and resource mobilization.
  • Keep the Ugandan government and UNITAR fully informed. Communicate with the UNITAR team via weekly progress meetings.
  • Reporting Line: The consultant will answer to the Director of the Planet Division.

Minimum standards

Education: Advanced degree from a university (Master’s degree or equivalent) in a subject area related to politics, economics, social sciences, communication, environment, or natural resources.

Work experience: Minimum of 10 to 15 years of experience in the field, with expertise in partnership development, resource mobilization, climate change, and environmental sustainability.

Core abilities:

  • knowledge and comprehension of resource mobilization principles and techniques, such as the UNFCCC process and the Paris Agreement. knowledge and grasp of climate change theories and ideas.
  • Ability to successfully create and manage projects, garner support, and form collaborations, as well as having relevant experience.
  • a capacity for organizing collaboration with various partners in a variety of dynamic contexts.
  • the capacity to set and stick to deadlines and coordinate multiple communication workstreams.
  • Possess the capacity to establish and maintain outstanding interpersonal relationships as well as the experience dealing with stakeholders from various backgrounds.
  • Excellent communication abilities and the capacity to express thoughts succinctly.
  • integrity and dedication to the United Nations’ goals and principles.
  • Languages: Proven writing and communication skills in English are essential.
  • Consultants are not covered by the Institute’s life insurance or health insurance plans, and they are not eligible to join the UN’s staff members’ life and health insurance programs.
