Institutional Goals and Reporting
The Department of Operational assistance (DOS) was created to offer departments, offices outside of the headquarters, peace operations, and regional commissioners comprehensive operational assistance, advising services, and other solutions. The General Assembly’s passage of resolution 64/269 resulted in the establishment of the Regional Service Centre in Entebbe, Uganda (RSCE) in July 2010. The Center’s mission is to transfer transactional, non-location-dependent administrative responsibilities from its client entities to the Centre through the provision of effective, client-centered, and scalable services. This comprises supporting information and communications technology (ICT) and transactional aspects of human resources, finance, multimodal transportation, and control. In addition to these services, the Deputy Director RSCE of the RSCE Office of the Director and support offices provides overall direction on the operations of the RSCE, including strategic planning, communication, budgeting, human resources management, property management, quality assurance and business intelligence, conference services, record keeping and archive management, audit response, and risk management. The Business Relationship Management Unit’s Head is responsible for overseeing the Telecommunications Assistant.
Responsibilities
TELECOMMUNICATIONS ASSISTANT NEEDED IN ENTEBBE will be in charge of the following tasks within the scope of their authority:
- Supports the analysis and evaluation of current business processes, foresees needs, identifies areas for improvement, and collects, verifies, and documents business requirements. Supports the creation of initiatives in accordance with the needs and requirements of the business by presenting concepts and findings in meetings.
- oversees and organizes the work of the Unit’s designated people in order to guarantee that all duties are carried out correctly and on time.
- As stated in the numerous Administrative and or Information Circulars provided to all staff members by the Administration, ensures that the rules for Business Relationship Management Control, Procedures, and Accountability are fully followed.
- collaborates with the Information Systems Unit to enhance/automate the management of business relationship management issues.
- Report on pressing matters, obstacles, and prospective challenges so that prompt action can be taken to produce results.
- assists in the creation of budget and audit reports by calculating and compiling cost estimates and predicted budget requirements.
- To the Finance section for review and appropriate action, prepare and submit statements of telephone accounts for both internal and external service providers.
- Communicates with representatives from service providers, UN organizations, and Funds and Program staff members regarding phone-related issues to ensure they are adhering to standing directives and procedures to prevent abuse of the telephone system.
- Set up meetings with the business liaison and other important stakeholders, explicitly stating the meeting’s purpose, and collect necessary data to make helpful reports.
- Responds to inquiries from staff members, Internet service providers, and telephone service providers by composing business-related memoranda and facsimile correspondence.
- produces data as needed on cost trends and variances in the billing of all used services. It also assesses and evaluates the expenses of all services obtained.
- Gives prompt, courteous attention to complaints, oddities, questions, and clarifications regarding the billing processes and structures.
- makes ensuring that all telephone accounts, paperwork, and invoices are kept in clear and correct records.
- Ensures that before being archived, all necessary documents are scanned and electronically stored.
- assumes accountability for the mission’s entire satellite and mobile phone inventory.
- regularly checks the physical inventory of the merchandise to confirm that the records are accurate and the stuff is where it should be.
- Release CITS equipment and input data into the asset management system.
- Utilizing the UN-DPKO enterprise system, manages and maintains a comprehensive electronic database of consumable and non-expendable CITS goods.
- helps to create demand for technologies that boost business/mission value, effectiveness, and efficiencies, which stimulates innovation.

Education
It must have a high school diploma or its equivalent.
Job-Specific Requirements
It would be ideal to obtain a Business Relationship Management (BRM) Foundation qualification or a comparable qualification. It would be ideal to have a certification in the Prince2 Foundation.
Experience at Work
- A minimum of seven (7) years of steadily increasing responsibility in the field of communications networks or a closely connected field is necessary.
- For candidates who hold a first-level degree or higher, the required minimum number of years of relevant experience is lowered to five (5).
- Experience working for a non-governmental organization adhering to the UN common system or a comparable international organization is preferred.
- Experience in a shared service center or other comparable setting is preferred.
Languages
The working languages of the United Nations Secretariat are English and French. English proficiency in both oral and written form is necessary for the advertised position. French language proficiency is preferred.
Assessment
An assessment exercise and a competency-based interview may both be used to evaluate competent individuals.
