MAIN OBJECTIVE OF JOB

In support of supply chain management for public health emergencies (PHE), the position holder will collaborate with the Ministry of Health Department of Pharmaceuticals and Natural Medicines (DPNM), Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), Ministry of Water and Environment (MWE), and Ministry of Tourism, Wildlife and Antiquities (MTWA). He or she will assist in the one-health approach-based local capacity building for the PHE supply chain as well as the monitoring and reporting of the national and subnational PHE commodity stock status.

DUTIES AND RESPONSIBILITIES PRIMARY

Project Assistance (60%)

  • Participate in the creation of the necessary SOPs, guidelines, tools, lesson plans, and training resources for putting in place a strong PHE supply chain.
  • In order to guarantee that the regional and district level supply chains are properly planned and coordinated for disaster response, communicate with the supply chain coordinators at the regional level.
  • As required, take part in project work plan reviews.

Technical Assistance 30%

  • Assist in the efforts to build a supply chain management system for public health emergencies by working with the Technical Advisor Supply Chain for PHE.
  • Take part in identifying the most prevalent diseases that pose a public health emergency and the supplies (both non-medical and medical) needed to address such emergencies.
  • Participate in developing training initiatives and programs for district, national, and regional supply chain coordination teams.
  • Participate in supply chain coordination teams’ national and regional training
  • Support the logistical reaction to any PHEs that may arise, such as the Ebola virus, etc.
  • In an emergency, write reports and give feedback to the TA supply chain for guidance or action.
  • carry out any additional tasks that may be given.

Engagement of stakeholders (10%)

  • Work with the Department of Pharmaceuticals and Natural Medicines, the Regional Coordinators, and the Public Health Emergency Operations Center (PHEOC) to operationalize the regional prepositioning hubs, prepare the stockpile sites, and make sure the sites are well-organized to store and manage the stocks.
  • Make contact with the Ministry of Agriculture, Animal Industries and Fisheries (MAAIF) to facilitate the creation of a specific electronic supply chain system for animal health sector public health emergencies.
  • Help the Ministry of Water and Environment (MWE) evaluate the supply chain systems for public health emergencies.

QUALIFICATIONS

MINIMUM REQUIRED EDUCATION

  • Degree in a related discipline, such as supply chain management, pharmacy, laboratory sciences, or human or veterinary medicine, is required.
  • A distinct benefit is having a master’s degree in a relevant discipline.
  • Desired: One Health Approach training.

MINIMUM EXPERIENCE REQUIRED

  • Experience managing the health supply chain, including quantification of health commodities, for at least three to five years is necessary.
  • Experience in public health emergency supply chain preparedness and response initiatives is preferred.

INFORMATION AND SKILLS

  • analytical abilities using computerized tools, including Microsoft office tools like MS Excel
  • knowledge of software and packages for quantification, such as Quantimed, pipeline, FAST tool, QAT, etc.
  • working knowledge of logistics, inventory control, and information systems
  • Experience working in Uganda with a thorough understanding of the country’s public health system and prior exposure to USAID-supported initiatives are both advantages.
