Responsibilities

  • takes the lead in overseeing the administration of the Nairobi Convention and its Secretariat, developing, implementing, monitoring, and evaluating assigned programs/projects under the Convention, etc.; directs review of pertinent documents and reports; identifies priorities, problems, and issues that need to be addressed and suggests corrective actions; coordinates with relevant parties; identifies and
  • arranging and holding the conferences and meetings of Contracting Parties required by the Nairobi Convention.
  • Transmission of notices, reports, and other information received in accordance with the Convention’s rules to the Contracting Parties.
  • executing the duties entrusted to the Secretariat by the Nairobi Convention’s protocols.
  • The Contracting Parties’ inquiries and information will be taken into account, and they will be consulted on any issues pertaining to this Convention, its relevant protocols, and its annexes.
  • coordination of cooperative actions carried out in accordance with decisions made at conferences and meetings of Contracting Parties under the Convention.
  • General administrative setups that may be necessary for the secretariat’s efficient performance of its duties.
  • communication with the Nairobi Convention parties, governments, stakeholders, the donor community, international organizations, and other pertinent parties.
  • Supports for Regional Seas Programme operations and other decisions made by the United Nations Environment Assembly (UNEA).
  • Facilitate the creation and application of fundraising plans to raise additional funds, if necessary, for the execution of activities and initiatives resulting from meeting decisions.
  • Coordination of the effective and efficient administration and delivery of the outcomes of Global Environment Facility (GEF) projects in the region, as well as other subregional initiatives funded by the GEF or other Global Funds, the European Commission (EC), governments, and other organizations.
  • By evaluating the effects on men and women of every proposed action, including laws, policies, or programs, in all areas and at all levels, ensures that gender mainstreaming criteria are followed.
  • bolsters the Nairobi Convention’s sound analysis, recording of lessons learned, and best practices.
  • aids in the creation and execution of an integrated information and knowledge management strategy within the Nairobi Convention area by offering multidisciplinary analytical support to focal points.
  • oversees the creation of technical publications that are connected to the outputs and results of the work program for the Nairobi Convention, and supports national focal points in the creation and release of their own technical publications, state of the coast reports, and other technical reports that are connected.
  • oversees the operation of a clearing house mechanism for information pertaining to the Nairobi Convention area and makes sure that information is effectively and efficiently gathered, stored, and distributed.
  • in the creation of regional policies and plans for the protection of the marine and coastal environment of the Western Indian Ocean Region, coordinates with focal points from each of the contracting parties.
  • provides substantial support, such as suggesting agenda items, locating participants, creating documents and presentations, etc., to consultative and other meetings, conferences, etc.
  • manages outreach initiatives, plans and delivers training seminars, workshops, etc., and gives presentations on certain subjects or initiatives.
  • oversees field missions, giving direction to outside consultants, government representatives, and other parties, as well as creating mission summaries, etc.
  • The overall administration of finances, the Contracting Parties’ prompt and sufficient financial contributions to the East African Trust Fund, and the general direction provided to Parties for the payment of payments in accordance with the financial regulations and COP decisions, Coordinates budget and funding-related tasks (such as project and program planning, reporting on progress, preparing financial statements, etc.) and sees to it that pertinent paperwork (such as pledges, work plans, budgets for programs, etc.) is prepared.
  • Establishes collaboration and partnerships with important officials at all levels both inside and outside the organization while acting as a successful spokesperson.

Education

A master’s degree or its equivalent in environmental management, marine science, international relations, or a comparable topic from an advanced university is necessary. The advanced university degree may be substituted with a first-level university degree and two (2) more years of relevant experience. It would be ideal to successfully complete both degree-granting and non-degree data analytics, business analytics, or data science programs.

Experience at Work

It takes at least ten (10) years of steadily increasing responsibility in the management of environmental or natural resources, the implementation of multidisciplinary programs at both the national and international levels, administration, or a closely related field. Experience overseeing intergovernmental processes for at least five (5) years is necessary. The desired amount of fundraising experience is three (3) years minimum. It is ideal to have at least five (5) years of experience leading significant programs and initiatives related to the marine environment. A background in data analytics or a related field is preferred.

Languages

The working languages of the United Nations Secretariat are English and French. English fluency is needed for this employment. French language proficiency is preferred. NOTE: “Knowledge of” means a rating of “confident” in two of the four areas, whereas “Fluency” is a rating of “fluent” in all four areas (read, write, speak, understand).

Assessment

A competency-based interview may be conducted after a substantial evaluation of qualified candidates for this post.
