Org. Reporting and Setting
- The United Nations Environment Programme (UNEP) is the leading international environmental organization that establishes the global environmental agenda, encourages the consistent application of the environmental dimension of sustainable development within the framework of the United Nations, and acts as a powerful spokesperson for the environment worldwide.
- UNEP is the convention’s secretariat, according to the contracting parties to the Nairobi Convention. The UNEP’s Ecosystems Division’s Ecosystems Integration Branch is home to the position of Coordinator for the Nairobi Convention Secretariat.
- Nairobi, Kenya serves as the duty station for the position and is home to the Secretariat of the Nairobi Convention. The incumbent will carry out the following duties under the direct supervision of the Head of the Ecosystems Integration Branch:
Responsibilities
- Takes the lead in overseeing the administration of the Nairobi Convention and its Secretariat, developing, implementing, monitoring, and evaluating assigned programs/projects under the Convention, etc.; directs review of pertinent documents and reports; identifies priorities, problems, and issues that need to be addressed and proposes corrective actions; coordinates with relevant parties; identifies an appropriate course of action.
- Setting up and hosting conferences and meetings of Contracting Parties mandated by the Nairobi Convention.
- The transmission of notices, reports, and other information received in compliance with the Convention’s provisions to the Contracting Parties.
- Executing the duties entrusted to the Secretariat under the Nairobi Convention protocols.
- Taking into account the Contracting Parties’ inquiries and information, as well as consulting with them on issues pertaining to this Convention, its relevant protocols, and its annexes.
- Coordinating the execution of cooperation activities decided upon at Contracting Parties’ meetings and conferences under the terms of the Convention.
- General administrative setups that may be necessary for the secretariat’s efficient performance of its duties.
- Contact with Nairobi Convention Parties, governments, stakeholders, the donor community, international organizations, and other pertinent organizations.
- Support for UNEP’s Regional Seas Programme initiatives and other decisions made by the UN Environment Assembly (UNEA).
- Facilitating the creation and application of fundraising plans to raise additional funds, if necessary, for carrying out the activities and initiatives resulting from meeting decisions.
- Coordination of the region’s GEF initiatives, as well as other subregional projects sponsored by the GEF or other Global Funds, the European Commission (EC), governments, and others, to ensure effective and efficient administration and delivery of outcomes.
- Ensures that gender mainstreaming principles are put into practice by analyzing the effects any proposed action, such as legislation, policies, or programs, will have on men and women across all domains and levels.
- Supports the Nairobi Convention’s sound analysis, documentation of lessons learned, and best practices.
- Assists in the creation and application of an integrated information and knowledge management strategy within the Nairobi Convention area by offering multidisciplinary analytical support to focal points.
- Oversees the creation of technical publications pertaining to the outputs and outcomes of the work program for the Nairobi Convention, and assists national focal points in creating and disseminating their own technical publications, state of the coast reports, and other technical reports that are pertinent.
- Ensures effective and efficient information gathering, storage, and distribution by supervising the management of a clearing house mechanism for the Nairobi Convention region.
- Coordinates the creation of regional policies and plans for the protection of the marine and coastal areas of the Western Indian Ocean Region with focal points from each of the contracting parties.
- Provides substantial support for conferences, meetings, and other events, such as proposing agenda items, inviting attendees, creating materials for presentations, etc.
- Coordinates outreach initiatives; plans and delivers training seminars, workshops, etc.; and delivers presentations on given subjects or initiatives.
- Directs field missions, providing direction to outside consultants, government representatives, and other parties, as well as creating mission summaries, etc.
- Coordination of budget and funding-related activities (programme/project preparation and submissions, progress reports, financial statements, etc.), as well as the timely and adequate financial contributions by Contracting Parties to the East African Trust Fund and general guidance to Parties for the payment of contributions in accordance with financial rules and Conference of Parties (COP) decisions.
- Acts as a strong speaker and forges alliances and partnerships with influential figures at all levels both inside and outside the organization.
- Ensures that personnel are used, managed, and developed effectively; directs, assesses, and mentors staff.
- Provides insight to uncover trends or patterns for data-driven planning, decision-making, presentation, and reporting by leading team members’ efforts to gather and analyze data. ensures that everyone has access to the data they require for discovery, integration, and sharing.

Education
- A master’s degree or its equivalent in environmental management, marine science, international relations, or a comparable topic from an advanced university is necessary.
- The advanced university degree may be substituted with a first-level university degree and two (2) more years of relevant experience.
- It would be ideal to successfully complete both degree-granting and non-degree data analytics, business analytics, or data science programs.
Experience at Work
- It takes at least ten (10) years of steadily increasing responsibility in the management of environmental or natural resources, the implementation of multidisciplinary programs at both the national and international levels, administration, or a closely related field.
- Experience overseeing intergovernmental processes for at least five (5) years is necessary.
- The desired amount of fundraising experience is three (3) years minimum.
- It is ideal to have at least five (5) years of experience leading significant programs and initiatives related to the marine environment.
- A background in data analytics or a related field is preferred.
Languages
The working languages of the United Nations Secretariat are English and French. English fluency is needed for this employment. French language proficiency is preferred.
NOTE: “Knowledge of” means a rating of “confident” in two of the four areas, whereas “Fluency” is a rating of “fluent” in all four areas (read, write, speak, understand).
