Technical cooperation posts do not entail any expectation of renewal or conversion to any other sort of appointment within the Organization, nor are they anticipated to result in a career within the ILO. The ILO handles all chemical-related exposures across all work-related processes and takes an all-inclusive approach to chemical hazards and risks. This covers the manufacture, handling, storage, and transportation of chemicals, the elimination and cleanup of chemical waste, the release of chemicals at work sites, and the upkeep and cleaning of chemical machinery and containers. The ILO’s guidelines also address chemical dangers that have an impact on the general public and the environment.

The Inter-Organization Programme for the Sound Management of Chemicals (IOMC), the Secretariats of the various International Conventions on Chemical Management, and the World Health Organization (WHO) are all partners with which the ILO works closely.

Task Description

The exposure to harmful substances at work has resulted in a global health catastrophe for workers. More than 1 billion workers are exposed to dangerous substances each year at work, including pollutants, dusts, vapours, and fumes. Following such exposures, a large number of these workers pass away from fatal illnesses like cancer and poisonings, as well as severe injuries from fires or explosions. Non-fatal injuries that result in disability, crippling chronic diseases, and other health complications, including effects on women’s reproductive health, place an additional burden on workers and their families.

Chemical production and the sectors that use them are growing, which raises the possibility of greater occupational exposure. In addition, procedures for controlling exposure, like the application of occupational exposure limits, struggle to keep up with the annual introduction of new chemicals. Therefore, it is crucial to move quickly and put in place a number of sensible safeguards to protect workers, their families, and larger communities.

With the use of ILO standards and tools, this project seeks to increase the knowledge and capability of the three stakeholders in order to address the major hazards associated with the use and management of chemicals. The GEF/UNEP Project Reducing Uses and Releases of Concerning Chemicals, Including Persistent Organic Pollutants (POPs), in the Textiles Sector will be used to carry it out.

The project’s goal in Pakistan is to evaluate the main dangers that using and managing chemicals poses to the safety and health of workers in textile mills and offer education and guidance on how to deal with them. As a way to expand the work to other textile mills in Pakistan and other nations, the project will also codify the best practices and lessons discovered from this pilot project. Reporting

While formally reporting to and communicating with SECTOR in HQ and DWT- Delhi, the incumbent will work under the direction of the Director of the ILO Country Office for Pakistan. Important Tasks and Responsibilities

  1. Charged for ensuring that project operations are carried out and resources are used efficiently in Pakistan.
  2. Create a project workplan based on results and oversee its execution.
  3. Create concept notes for the tasks and consultants’ TORs.
  4. Identify the project’s collaborators and beneficiaries.
  5. Promote a sectoral strategy to create synergies, complementarities, and collaborations with industry-specific efforts both inside and outside the ILO.
  6. Identify the ILO’s expertise to lead sector policy debate and joint programs by mapping sector-specific activities.
  7. Create a platform for sharing knowledge with development partners. Establish an operational committee
  8. Consult national, provincial, and sectoral stakeholders about contributing to and participating in the initiative.
  9. Speak on behalf of the project at the national working groups the GEF/UNEP Project has formed.
  10. Get project inputs and presentations ready for national working group meetings.
  11. Identifying possibilities and collaborations for growth and scaling.
  12. Proactively seek advice and consult with the CO’s Programme Team, the DWT Specialists, and the SECTOR at HQ to determine the most important projects to expand.
  13. Lead the discussion on but also establish entry points on Greening Textiles, addressing environmental concerns through DW, Living Indus, and other national, regional, and international efforts. Use ILO’s guidelines and resources on Just Transitions and other Sector Specific Knowledge Resource.
  14. Create a sustainability plan for the project and get the materials ready for project expansion/scaling when it’s time.

Minimum Conditions

Education

Bachelor’s degree or equivalent from a university in a discipline related to the position.

Experience

Languages
