Position Description

BACKGROUND:

The International Rescue Committee, established in 1933, is a global leader in providing assistance to victims of violent war and persecution by providing relief, rehabilitation, and post-conflict development programs. The IRC is currently active in more than 25 nations throughout the world, addressing both the urgent needs of individuals who have been touched by conflict in times of emergency and those of post-conflict societies in need of reconstruction.

Since 1998, the IRC has supported internally displaced people (IDPs), refugees, and local communities in Uganda. The national office of IRC Uganda is located in Kampala, with regional offices in Kit gum, Moroto, and Yumbe. The present program portfolio consists of programs for economic recovery and development, women’s empowerment and protection, and health, protection, and rule of law.

Summary of the position:

The Medical Officer is in charge of ensuring that effective, efficient, and high-quality clinical services are offered at the specific health facilities where he or she will be stationed, under the direction of the Health Manager. He or she is in charge of making sure that there are enough medications and medical supplies on hand to deliver services effectively. To guarantee that beneficiaries are continuously provided with services that are safe for them, both at the community level and at the healthcare institution, the medical officer will collaborate with other officers in Community Health and Reproductive Health. In accordance with the recommendations of the Ministry of Health, he or she must also supervise and direct the medical staff in the effective management of medical disorders.

Key Exercises

  • According to the policies and procedures of the ministry of health and the UNHCR’s public health plan, provide thorough examination and delivery of medical services to those who need attention.
  • Coordination of integrated service delivery at the health facilities, including but not limited to coordination of consultation and outreach visits for mental health, NCDs, nutrition, HIV care, and RH
  • Perform daily ward rounds for IPD patients and handle all on-duty medical and surgical crises.
  • Make that the clinics have an adequate health team coverage, and ensure that prescriptions and uses of medications and medical supplies are reasonable.
  • Keep an eye on the supply situation and notify the clinical services and health managers right away.
  • Organize clinical audits, record reviews, and mortality audits in order to improve activities through ongoing learning.
  • For the multidisciplinary health care teams, determine the training requirements and offer just-in-time instruction and mentoring.
  • Quickly assess patients for referral, then follow up to ensure that the patient is able to access services at the point of referral.
  • Encourage the implementation of basic emergency obstetrical and neonatal care as well as reproductive health services.
  • To reduce service overlap in the settlements and to improve health outcomes through easier access to life-saving measures, coordinate with district health authorities and other organizations.
  • actively engage in encouraging and educating the community of refugees to adopt healthy lifestyles.
  • Ensure that data on community health and facility-based health are consistently and promptly collected, used, and reported.
  • Represent the health program while keeping good relations with district officials, including the health authority, other district officials, community leaders, and other NGOs.
  • Manage outbreaks and conduct disease surveillance efforts.

Work with colleagues in the finance, administration, WPE, and protection and rule of law sectors to promote integrated activity execution.

Work with NGOs, UN organizations, and other implementation partners in the settlement.

Qualifications

  • Surgery and Medicine Bachelor’s Degree
  • The Uganda Medical and Dental Practitioners Council requires registration.
  • require a current practicing license
  • two years or more of clinical practice in a humanitarian environment.
  • a good track record of treating common illnesses clinically.
  • understanding of grant management.

Working Conditions:

Field-based work environments, computers, etc. will be given as needed for producing reports, etc.
