Institutional Goals and Reporting

The job is placed in the Office for the Coordination of Humanitarian Affairs’ (OCHA’s) Operations and Advocacy Division (OAD). In order to ensure a coordinated response to catastrophes, OCHA, a division of the United Nations Secretariat, brings together humanitarian players. OCHA also makes sure that a framework is in place so that each actor may contribute to the efforts made in terms of the overall reaction. The goal of OCHA is to mobilize and coordinate effective and moral humanitarian action in collaboration with domestic and international actors to reduce suffering during emergencies and disasters, defend the rights of those in need, encourage preparedness and prevention, and facilitate long-term solutions. The position of Information Management Officer is being advertised as a temporary role in Mogadishu, Somalia. The incumbent reports to the Deputy Head of Office and is generally under the direction of the Head of Office, OCHA Somalia.

Responsibilities

The Information Management Officer will be in charge of the following tasks as long as they fall under their purview: Coordination:

– Create and maintain an information management network in accordance with IASC recommendations to promote data and information standards and facilitate the exchange of humanitarian information.

– Work with government colleagues to make sure information activities are coordinated and adhere to accepted national standards and practices.

– Offer OCHA personnel and humanitarian partners instruction and knowledge regarding the usage and development of information management systems and platforms.

– Speak out in favor of open information interchange, the usage of common platforms and data standards.

– Identify local activities that could profit from the ability to manage information remotely.

– Arrange for remote IM assistance from OCHA offices and non-UN actors. Information Management Unit and Integrated Team Management:

– Provide operational information management advice to the OCHA Head of Office, including a list of both long-term and short-term goals. Support common information processes like readiness, needs assessment, strategy planning, resource mobilization, implementation, and monitoring.

– Support the creation and implementation of a strategic approach to managing information around the humanitarian programme cycle.

– Manage the information management unit (IMU) and associated staff strategically and on a day-to-day basis, including the deployment of surge and other temporary staffing.

– Assume overall responsibility for the production and distribution of high-quality information products, tools, and services, as well as the management of information.

– Communicate with outside parties, such as the military, the government, and top personnel in aid and development organizations.

– Offer the head of office advice on how to use communications and information strategically.

– Give the integrated information team leadership and direction. Encourage innovation, encourage early adoption of tools and technologies, and support team building and capacity development through ongoing coaching and training of team members. This will allow collaboration between diverse areas of expertise within the team. Oversee the drafting, stylistic design, editorial coherence, and production of all information and reporting materials intended for external use, including maps, infographics, reports, press releases, bulletins, and situation reports.

– Facilitate collaboration between information management teams across the nation.

– Hire workers while considering regional balance; manage, direct, develop, train, and encourage cooperation and communication among employees under his/her control.

– Complete the programmatic/administrative duties required for the section’s operation, such as budget preparation, performance parameter assignment and monitoring, budget/programme performance reporting, and staff performance evaluation.

– Handles further related tasks as needed.

Education

A master’s degree or its equivalent in information management, information systems, social science, or a similar discipline from an advanced university is necessary. The advanced university degree may be substituted with a first-level university degree and two (2) more years of relevant experience.

Experience at Work

A minimum of seven (7) years of steadily increasing responsibility in information management, information systems, emergency preparedness, humanitarian aid, or a closely connected field are necessary. It is necessary to have prior experience managing information in the field (the actual location where a mission and/or project are being performed) during complicated emergencies or natural disasters. Experience working in a humanitarian capacity for the UN or another comparable international agency is preferred. Experience living there is preferred.

Languages

The working languages of the United Nations Secretariat are French and English. English proficiency is necessary for the role advertised. It would be ideal to have knowledge of another UN official language.

Assessment

An assessment exercise and a competency-based interview may both be used to evaluate competent individuals.
