Responsibilities:
At the national and sub-national levels, the Senior Advisor Family Health Quality of Care and QI (Kampala) is in charge of accelerating the institutionalization of quality improvement for family health treatments. In order to increase the scope of the implementation of high-impact interventions for RMNCAH and Nutrition and produce better health outcomes, s/he will engage with the current MoH QI mechanisms.
duties
- Develop and maintain working relationships and partnerships with pertinent MoH organizations in charge of promoting healthcare quality throughout the UHA’s family health focus. The SCAPPD, RCH, Nutrition division, clinical services, and their corresponding TWGs and subcommittees are some of these.
- In order to institutionalize QI into the RMNCAH programs at the national, regional, and district levels, manage the dissemination and operationalization of the RMNCAH QoC implementation guidelines.
- Work together with the UHA IHSD team to hasten the adoption of important MNH, FP, CH, SSNB, and nutrition care packages as advised by the WHO and endorsed by the MoH.
- At all levels of implementation, provide technical leadership, guidance, and capacity building for the use of quality improvement techniques within the UHA’s Family health thematic areas.
- Support the project’s regional teams in developing, putting into place, and evaluating responsive QI collaboratives, as well as in documenting and distributing the outcomes for the various Family health topic areas.
- Determine and implement the necessary training, coaching, experiential learning, and capacity-building activities for family health QI at the various project implementation stages.
- To integrate RMC practices in the provision of RMNCAH services across the UHA regions, collaborate with the MoH RMC working group. The creation of tools and strategies to promote RMC at the facility level will fall under this category.
- Increase the capacity of already-existing platforms, such as regional performance review meetings, regional MPDSR meetings, RECO and DICO meetings, and local maternity and neonatal systems platforms, to use data to analyze and take action on supply chain management, mentorships, and other RMNCAH HSS aspects.
- Establish and maintain effective QI data management systems for the various improvement collaboratives in collaboration with the Monitoring, Evaluation, and Learning teams.
- Initiate and oversee the documentation and communication of Family Health QI-related activities, reports, and best practices.
- Create QI/QM knowledge management tools and provide system support for reporting, storing, and exchanging QI results on a national and worldwide scale.
Qualifications:
Experience and credentials needed
- A master’s degree in public health, epidemiology, and/or management is a plus, as is a bachelor’s degree in medicine and surgery (MBChB).
- Experience in maternal, child, and nutrition programs at national and sub-national levels, as well as at least six years of experience in donor-funded public health initiatives in Africa, would be advantageous.
- Having at least two years of experience applying WHO QoC standards throughout the health system, as well as having a sufficient understanding of Uganda’s QI/QoC implementation guidelines.
- a track record of creating treatments to improve family health quality.
- RMNCAH QI initiatives at the national facility level have been led and implemented with proven leadership skills and expertise.
- Knowledge of maternal, newborn, child, and nutrition data that is regularly gathered and reported through the MOH DHIS2, including how to use the data to guide planning and program management, must be proven.
Other relevant knowledge and abilities:
- Excellent written and spoken communication skills must be demonstrated, and the candidate must be able to collaborate and communicate successfully with partners, donors, and other GoU employees.
