Introduction

The employment will be located in Kampala at the ILO project headquarters. The International Labor Organization’s (ILO) primary goals in Africa are to advance workers’ rights, increase opportunities for decent work, boost social protection, and foster dialogue on labor-related issues.

The population of Africa is growing. As a result, Africa will under particularly intense pressure to offer new labor market participants suitable employment possibilities. The ILO in the area has prioritized encouraging employment in the informal and rural sectors and emphasized the necessity of taking steps to combat youth unemployment. A top priority is to increase its members’ ability to contribute more effectively to the realization of inclusive and equitable growth.

The ILO Country Office for the United Republic of Tanzania, Burundi, Kenya, Rwanda, and Uganda (CO-Dar es Salaam) is where the National Project Officer (NPO) for Uganda with the ACCEL Africa project is headquartered.

Information line

The National Project Officer will work directly under the National Project Coordinator of the ACCEL Africa project and report to the Director of the ILO Country Office for the United Republic of Tanzania, Burundi, Kenya, Rwanda, and Uganda.

List of Responsibilities

  1. Assist in the efficient and timely completion of technical duties in line with the ILO’s policies and procedures, the project’s strategy, and the schedule of activities, and ensuring that gender equality is mainstreamed throughout the project’s implementation.
  2. Promote, maintain, and facilitate collaboration with ILO constituents (including workers’, employers’, and government organizations), UN agencies, and other important stakeholders to guarantee the timely and efficient completion of project activities and their coherence with other national development projects and programs.
  3. Assist in project monitoring using an RBM framework and periodically notify the regional M&E Officer on the status and outcomes of project activities.
  4. Evaluate, confirm, and analyze the workplans, progress reports, and data supplied by the implementing partners to make sure they are accurate in relation to the project’s M&E framework. Follow up on pending paperwork, provide clarification when necessary, and respond to inquiries about clearance and processing needs in order to assist the effective completion of planned operations.
  5. Assist in the planning of project evaluations, making sure that all project materials are properly kept and accessible and coordinating timely assessments and comments in accordance with set deadlines.
  6. Assist in the planning of seminars, workshops, training sessions, and meetings, and represent the project as assigned, including by providing training.
  7. Plan and carry out technical field missions, direct and counsel local and foreign workers and consultants, and make sure project resources are used properly and efficiently.
  8. Assist in the planning, management, and reporting of project activities carried out by consultants, making sure that the deliverable complies with ILO standards and methodology.
  9. By writing materials, articles, and press releases, and by maintaining good communication with project stakeholders, support the development and dissemination of project communications items.
  10. By analyzing and tracking the state of resources in comparison to planned activities and by making recommendations for corrective action, budget estimates and spending predictions are prepared.
  11. Carry out any additional tasks that your supervisor may designate.

required credentials

Education

  • first-year university degree in development studies, economics, law, or a closely connected discipline.

Experience

It is necessary to have at least two years of experience implementing child labor programs or interventions to treat closely related problems. It would be ideal to have previous experience managing partnership agreements. It would be ideal if you have previous experience working with cooperatives, trusts, associations, government agencies, or trade unions, particularly in relation to child labor, working conditions, and/or rural livelihoods.

Languages

  • excellent written and verbal English skills. Understanding a second language used at the duty site will be advantageous.

Competencies

  • Comprehensive understanding of project planning, management, administration, monitoring, and assessment techniques. A track record of successfully forming and maintaining partnerships with representatives from academia, civic society, labor and management organizations, and government authorities.
  • The ability and desire to collaborate with people from other cultures.
  • Excellent organizational, teamwork, and time management skills.
  • A track record of successfully integrating gender into project implementation.
  • The capacity to do tasks on time and under duress.
  • Effective written communication abilities, especially the ability to produce documents of the highest caliber. Thorough familiarity with the internet and email, as well as the Microsoft Office suite of applications (Word, Excel, and PowerPoint).
  • A working knowledge of monitoring and evaluation (M&E) techniques and technologies. It would be beneficial to have some working understanding of UN and ILO policies and processes.
  • The capacity to exhibit gender-sensitive, non-discriminatory, and inclusive behavior and attitudes when working in a multicultural workplace.
