This position(Officer In Property Management | Somalia) is based in the United Nations Support Office in Somalia (UNSOS), duty station Mogadishu, in the Property Management Unit of the Performance Management Section. Reporting to the Chief of the Property Management Unit is the incumbent.

Responsibilities for Officer In Property Management | Somalia

The Property Management Officer will be in charge of the following tasks within the scope of their authority:

  • Creates a plan for the property management support activities, tracks advancement using statistical analysis of database records, and provides the Unit with monthly success reports.
  • Oversees the Unit’s continuous operations, conducting routine site visits to field mission offices and physically inspecting and verifying UN property.
  • Communicates with the Commodity Managers (technical units), Procurement, Movement Control Unit, Centralized Warehouse Unit, and other mission stakeholders on issues pertaining to Assets, Equipment, Plant, Inventory Control, Receiving and Inspection, as well as UN Property Disposal Activities.
  • In order to prevent environmental pollution or contamination, plans and oversees the proper disposal of hazardous waste, written-off property, and some commodities.
  • In accordance with Administrative Instructions, DOS regulations, and mission Property Management standard operating procedures, maintain accurate and auditable records for accountability of UN property at the mission in both hard copy and computer format.
  • Ensures that the established Business Intelligence (BI) tools are properly used and improved, as necessary, to track and assess the overall advancements of the Mission’s property management and related key performance indicators (KPIs), report to technical units / stake holders for underperformance areas, and take necessary actions as needed.
  • Ensures that the right items are received and processed in Umoja by keeping an eye on all incoming shipments and participating in physical inspections alongside the Receiving and Inspection unit and commodities managers (technical units).
  • Keeps an eye on the fixed asset registry and Umoja data repository to make sure abnormalities are quickly resolved after being discovered in Discrepancy Reports.
  • Prepares accurate and auditable statistics reports for management in missions, DOS and DMSPC, and develops letters as needed. • Prepares periodic performance reports in accordance with the DOS and DMSPC quarterly reporting regime.
  • In the context of the overall mandate of the Unit, including terms of reference and job descriptions for the Staff in the Unit, supervises the compilation and drafting of Standard Operating Procedures (SOP) and flow charts relating to all aspects of Property Management activities aligned with Property Management Manual, IPSAS Policy Framework.
  • Recognizes problems and puts effective fixes in place for troublesome Property Management areas.
  • Assures the correctness and integrity of property records and the proper upkeep of the fixed assets register by recording information about fixed assets.
  • Assists the mission in all property-related areas of the financial year closings and prepares responses for the yearly external audits.
  • Assures that existing fixed assets are accurately tracked, and implements and oversees the routine physical verification procedure.
  • Creates and reviews IPSAS financial reports on PP&E and inventory on a regular basis (year-end reports, monthly reports), making sure they are submitted on time in accordance with DOS and DMSPC guidelines.
  • Completes other tasks as directed by the Chief of the Performance Management Section. Competencies

  • It must have a high school diploma or its equivalent. Job-Specific Requirements
  • It is necessary to have a supply chain management, logistics, or fixed asset management diploma or certification.
  • It is necessary to complete inventory and asset management training.
  • Strong knowledge of global logistics operations and supply chain management is desirable, as is training in logistics and supply chain management or another similar discipline. Experience at Work
  • A minimum of ten (10) years of steadily increasing responsibility in the fields of property, asset, logistic, and inventory management are necessary. For candidates with a first-level university degree, the required amount of relevant experience is lowered to five (5) years.
  • It would be ideal if you have experience using MRP (Materials Requirements Planning) and/or ERP (Enterprise Resource Planning), such as SAP ECC (ERP Central Component) or SRM (Supplier Relationship Management).
  • It would be ideal to have proficiency using computer programs like Business Intelligence Tool (BI) to track and update the asset information.
  • It would be ideal if you have experience offering logistics and supply chain services in a post-conflict setting.
