Job Description
The Senior DM Officer is in charge of providing National Societies with timely, effective, and efficient support for disaster risk management initiatives. In order for them to improve their programming and promote the IFRC’s Preparedness for Effective Response approach, he or she will strengthen institutional, national, regional, and local capacity for disaster response and preparedness. In order to increase the quality of the DRM program of NS across the region, he or she will work with all pertinent regional partners in the field of disaster risk management. The ultimate objective is to improve NS and its branches’ preparedness for disasters and community resilience to disasters.
The four main objectives on which the Senior DM officer will be working on from time to time:
- Enhancing readiness for an efficient response (via PER or the Red Ready strategy), collaborating with NHQ and Branches to develop response capability before disasters, including contingency planning and EWS, establishing Rapid Response Teams, Stock Prepositioning, and supply chains;
- Supporting prompt and effective humanitarian assistance in times of need, while guaranteeing good operational management and field coordination.
- Aid NS in developing a long-term resilience-building program that addresses food security and economic well-being.
- Support program profiling by attending sessions and receiving periodic newsletters
Responsibilities and Duties
- Develop the skills and capabilities of National Societies in disaster risk reduction and help them to become important partners in disaster risk reduction in their respective nations.
- Ensuring that the resilience concept is integrated across all NS programming areas, strengthening NS programming in community resilience, and contextualizing and localizing the Road Map to Community Resilience guide.
- Engage the National Societies proactively in the scaling-up of the “Preparedness for Effective Response” strategy as well as the improvement of the coordination and harmonization of DRM capacity building strategies.
- Support the National Societies with technical support on Cash Transfer programming and preparation in various circumstances.
- Assist the National Societies in developing and reviewing SOPs and contingency plans at the national and branch levels.
- encourages best practices and knowledge exchange between Red Cross Movement Partners, at conferences and meetings throughout the world, and has an impact on partners during stakeholder engagements.
- Organize and lead training sessions in various disaster risk management topics for National Society volunteers and technical employees.
- Attend pertinent meetings with representatives from the Red Cross Movement, governments, funders, NGOs, and UN agencies involved in disaster risk management.
- Take ownership of the timely and high-quality planning, execution, and reporting of the IFRC’s support for the NS’s emergency operations;
- As a liaison with the PMER officer in Pretoria, assist the NSs in ensuring efficient monitoring of emergency operations against the key objectives and milestones outlined in the response strategy and plan.
- Work closely with the NS team to make sure that narrative and financial reports are completed on time, accurately, and in accordance with any standards stated in the project agreement or common Federation reporting criteria.
- Encourage NS to communicate with international humanitarian agencies and organizations as necessary and take part in meetings of other NGOs and the Inter Agency Coordination.

Qualifications
Education: Advanced university degree in development/social studies, project management, disaster management, or other comparable discipline. Professional experience in disaster risk management.
Experience: The ability to facilitate workshops and seminars, plan and manage funds and budgets, have six years of disaster risk management experience, and have experience working for the Red Cross and Red Crescent Movement are all preferred.
