Background: The United Nations Environment Programme (UNEP) is the leading international environmental organization that establishes the global environmental agenda, encourages the consistent application of the environmental dimension of sustainable development within the framework of the United Nations, and acts as a powerful spokesperson for the environment worldwide. The primary Division tasked with performing the duties is the UNEP Law Division. the mandates of pertinent multilateral agreements, other international instruments, and intergovernmental bodies, while minimizing overlap and duplication of work, fostering coordination and collaboration, and adhering to the mission of the panel, as outlined in paragraph 2 of the present resolution. Relationships between the panel and important key players, such as civil society and governmental and non-governmental organizations. V. Procedures for deciding on and carrying out the panel’s work schedule. VI. Plans for finding and working with specialists who can contribute to the panel’s work. VII. The processes for reviewing and adopting the panel’s recommendations and evaluations. VIII. Plans for the panel’s secretariat support. IX. Options for the panel’s work to be funded voluntarily. X. Procedures and guiding principles that direct the panel’s work are in place. XI. A suggested spending plan for the panel. Any further issues that the ad hoc open-ended working group feels need to be addressed are included under item XII. In conjunction with the Law Division, UNEP needs an expert in environmental governance to contribute to the OEWG process for implementing UNEA resolution 5/8. The Director of the Law Division will receive reports from the Consultant. Responsibilities: I. Contribute to the creation of ideas for the science-policy panel in line with paragraph 5 of UNEA resolution 5/8 under the direction of the Director of the Law Division. Create ideas for the governance and institutional structure of the science-policy panel while taking into account the work of current intergovernmental scientific panels .b) Describe ideas for improving the scientific policy panel’s ability to communicate with other science-policy organizations. 2. Provide suggestions for how the Law Division can best support UNEP’s efforts in science-policy, particularly the science-policy panel’s future work. To encourage cogent and coordinated actions, III. facilitate communication between the OEWG, the Law Division, and other pertinent entities. IV. Visit UNEP Nairobi to meet with the UNEP Law Division, the OEWG/SPP Secretariat, and other UNEP Divisions. V. Make travel arrangements attend OEWG meetings in order to lend professional assistance and help with the creation and compilation of documentation, including in-session documentation during the meetings themselves.
qualifications and unique abilities
A master’s degree or its equivalent in environmental science, international law, environmental policy, or a related discipline is necessary. The advanced university degree may be substituted with a first-level degree (bachelor’s or equivalent) in the designated subjects of study and two (2) extra years of relevant professional experience. It takes at least 10 years of steadily increasing working experience in environmental governance, environmental policy, environmental sciences, or a related sector. Experience working with institutions within the United Nations system or with international organizations that formulate scientific policy is preferred. It would be ideal to have experience managing the legal procedures for international organizations. Experience in waste management, chemical regulation, and pollution control is preferred. excellent drafting and research proficiency is desired. It is desirable to have excellent consultation management. An advantage is having actual professional expertise in environmental law or environmental policy.
