Job Summary

The Senior Program Manager will be accountable to the Field Coordinator for managing the design, execution, monitoring, reporting, and quality assurance of program/project interventions in the Somali Region. The duty will entail making sure grants are finished on schedule, under budget, in accordance with donor contracts, and with the necessary quality standards.

Major Responsibilities: Particular duties may but are not restricted to

  • Work with the appropriate program leads in the Field Office (ERR, Health & Nutrition, EH, CWI, EDU, CP and ERD, etc.) as well as technical leads in Addis to make sure that activity plans, recruitment plans, procurement plans, and spending plans are in place, regularly monitored, and that they are revised as necessary for a timely closure of assigned grants / activities.
  • Prior to national meetings, make sure all project cycle meetings are planned, coordinated, and the requirements are ready. Ensure that the action plans decided upon during the meetings are completed within the predetermined time frame. The successful execution of the national level meetings will depend on the success of the field level meetings.
  • Make sure that all program leads and managers submit PRs on time, monitor the procurement process, and closely monitor delivery and provision.
  • Engage in effective project-related recruitment activities to guarantee that PRFs, along with the necessary supporting materials and approvals, are submitted in advance and that the hiring manager and recruitment unit are proactive in their follow-up.
  • Facilitate meetings at the field level for grant management, and make sure the Addis team receives notes and action items. Make sure the actions listed in the field office are carried out.
  • Make that donor compliance with program management and visibility requirements is upheld.
  • Identify viable responses, generate concept notes, and discuss with the required internal collaborators. Ensure quarterly operating environment emergency assessment and analysis.
  • oversee various assessments and surveys involving multiple sectors and agencies. Humanitarian need assessments, KPC/KAP surveys, baseline and end line data collection, post-implementation or post-distribution surveys (PDM, PIM) with program leads, safety and security, MEAL team, and Addis Ababa are just a few examples of what is covered.
  • Manage the program managers, do routine site visits, and provide technical assistance and direction with a focus on and priority given to immediate initiatives. Ensure program quality and achievement of key program results, and within 5 days after a field visit, report significant findings and any recommended or implemented corrective actions.
  • Work proactively on any programmatic issues with the coordinator and the concerned team in Addis and look for a quick resolution.

Coordination

Encourage project cooperation with the government, working groups, humanitarian forums, and UN clusters. Ensure that IRC is represented in all pertinent donor meetings, working groups, and emergency fora. Make sure program managers show up to both the inter-cluster meeting and their particular cluster meetings so they can discuss updates.

Cooperate closely with the local administration and other important partners.

Monitoring

  • Make sure that program areas create indicator trackers and update them frequently to enable easy reporting and monitoring of all ERR and development.
  • Ensure that projects are designed, carried out, and monitored in accordance with the IRC Global Strategy, which includes the Outcome Evidence Framework, Indicator Selection Tool, Good and Phenomenal Standards, as well as other tools and methods.
  • Work together with the MEAL Department to carry out regular monitoring, feedback, and response accountability to make sure that actions are taken at the proper moment.
  • Make sure safeguarding measures are in place for all field office operational areas program activities in collaboration with the Safe Programming Unit.

Use the appropriate reporting template to gather information from program leads, compile, and share IRC, donor, and government monthly, quarterly, mid-year, and yearly reports to the country office or technical team.

Other

  • Work closely with the safety and security team to support adherence to IRC’s safety and security procedures under the direction of the Field Coordinator.
  • Act as the focal point for the Somali Field Office for support visits from country offices, Global TAs, and TU for projects in the operational regions while working under the direction of the Field Coordinator and in coordination with pertinent partners and the program team.
  • Contact the Field Coordinator and the operational unit leaders in the Addis and Somali Regions to make sure the regional programs and teams have the resources they need to complete projects on schedule.
  • Work closely with the support functions teams, the Somali Field Office Field Coordinator, and other agencies to ensure a coordinated response.

Qualifications
