ABOUT THE OPPORTUNITY
The Monitoring, Research, and Learning (MERL) Officer plays a key role in the supervision of the Project Manager in driving and improving efforts to measure, capture, and demonstrate the impact of Internews’ work at local and global levels. The MERL Officer is responsible for supporting the design and delivery of high-quality research and evaluation of Internews’ work in the West Bank and Gaza, including providing technical support to the development and implementation of MERL frameworks, approaches, plans, and systems at the proposal and project start-up phase; devising mechanisms to monitor quality and gather insights; sharing learnings with the implementation team at regular intervals; and taking a hands-on approach to completing impact-related tasks where needed and where gaps arise.

This is a remote-based role. Our ideal candidate is based in the UK, Tunisia, or Lebanon.

DAY-TO-DAY TASKS will include:
Collaborate with the project team on appropriate data collection, collection methods, tools, reporting formats, and M&E frameworks.
Support the project team in creating a framework and procedures for the monitoring and evaluation of project activities.
Maintain and analyze program and project data in donor and/or Internews’ databases, and provide coaching to others as needed.
Identify obstacles to implementation and recommend appropriate solutions.
Support your project team in writing reports, analyzing findings, and providing recommendations as required for project planning, performance management, and reporting.
Conduct field assessments and surveys and undertake field monitoring missions to assess the progress of project implementation using Internews’ standard monitoring and evaluation tools and methodologies.
Participate in periodic review and planning meetings, generating minutes and lessons learned documents; discussing results of data; and planning action steps to build on strengths and address weaknesses.
Develop close working relationships with project partners, participants, and stakeholders when needed.
Act as a link between the Regional Manager and the project teams in conducting qualitative and quantitative field monitoring and verification of project implementation.
Provide the project team with resources needed to help better plan, monitor, and control the activities.
Work closely with the program team to ensure the program’s success and highlight deficiencies to the Project Manager and/or Regional Manager when a particular indicator is under or overachieving.
As needed, attend meetings with donors, partners, and/or stakeholders when needed.
Any other related duties as mutually agreed upon with program team.

QUALIFICATIONS WE’RE LOOKING FOR
Required
A minimum of 5 years of prior relevant experience, including at least 3 years’ experience in monitoring and evaluation and research of large, internationally-funded democracy and governance programs. Prior experience with media development programs a significant asset.
Relevant university degree in social sciences field, preferably with a focus on research; equivalent lived/professional experience may substitute for a university degree.
Proficiency in Arabic and English languages (written and spoken).
Previous experience with internationally-funded projects and knowledge of donor requirements.
Demonstrated ability to communicate MERL requirements and outcomes to project colleagues and other stakeholders.
Proficiency in evaluation design and development of indicators. Good working knowledge of statistics and ability to obtain, analyze, and interpret data and present findings verbally and in writing.
Experience in quantitative and qualitative data assessment frameworks such as social network analysis, organizational capacity assessments, and principles of survey design and analysis; familiarity with digital safety/security assessments is an asset.
Competent in MS Excel, word processing, PowerPoint. Experience using statistical programs such as SPSS a significant asset.
Demonstrated understanding of a range of donor approaches to media development and familiarity with efforts to apply a media lens to development work.
Experience in writing reports and storytelling reporting, conducting research and summarizing information.
Excellent attention to detail, particularly regarding data collection and input, and in written communication.
Experience in other challenging environments and flexibility to apply lessons learned from other contexts.
