Office/Unit/Project Description

The Office of Audit and Investigations (OAI) reports to the Administrator and is responsible for internal audit and investigations services to UNDP and its affiliated entities. OAI provides independent, objective assurance on the effectiveness of riskmanagement and the effectiveness and adequacy ofinternal controls. OAI also responds to allegations of misconduct by conducting andreporting on investigations. The Investigations Section of OAI is responsible for conducting investigations into allegations of misconduct, such as mismanagement, fraud, corruption, retaliation on whistle-blowers, workplace harassment, sexual harassment, abuse of authority, violation or willful disregard ofUNDP regulations, rules, and administrative instructions, that involve UNDP staff, contractors and other applicable persons.

OAI seeks to engage suitably skilled and experienced international personnel under the International Personnel Services Agreement (IPSA) to support OAI in providing Investigations Assessment Analyst in the designated to the OAI Investigations Section and its Information Analysis Team (IAT) in all aspects of the work that falls within OAI’s mandate and related work assignments.

Duties and Responsibilities

The Investigations Assessment Analyst reports to the Investigations Advisor, Head of the Information Analysis Team (IAT), under the overall supervision of the Deputy Director (Investigations). The primary role of the Investigations Assessment Analyst is to work with the Investigations Assessment Specialist and:

Review and assess complaints of misconduct allegations received by the organization against personnel and others (including fraud, corruption, sexual misconduct, harassment, abuse of authority, discrimination and other misconduct allegations);
Undertakes any related investigative, analytical or research activity as required to support the assessment of cases.

Proposes action to close cases or to assign cases for investigation where appropriate.
Drafts assessment reports of a high standard, providing an objective and factual summary ofthe assessment, with soundly based conclusions and recommendations supported by all evidence obtained in the course of the assessment.
Collects, records and handles evidence appropriately, ensuring chain of custody and demonstrating knowledge of handling considerations for different types of evidence.
Communicate with complainants, witnesses and other stakeholders on behalf of OAI.
When required, assists OAI Investigators with preparing interview plans, participated inwitness interviews, recording testimony and preparing witness statements and subject interviews.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization
Institutional Arrangement

The IPSA Investigation Assessment Analyst be tasked by the Head of Information Analysis Team (IAT). All work products produced by the Investigation Assessment Analyst asa result of this engagement are owned by UNDP and shall be submitted to OAI Investigations Section (IS).

Required Skills and Experience

Min. Academic Education

Advanced University degree (master’s degree or equivalent) in
Intelligence Research and Data, Analysis, Investigations, Risk Management, Security or Social Science, Political Sciences, or related field or related field is required. Or

A first-level university degree (bachelor’s degree) in the above-mentioned fields of study, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant Work experience and skills

Minimum upto 2 years (with master’s degree) or 2 years (with bachelor’s degree) of relevant work experience in the field of research and analysis and/or investigations, is required.

Desired additional
