Background

UNDP’s partnership with the Global Fund (GF), in line with UNDP’s HIV and Health Strategy 2022-2025: ‘Connecting the Dots’, makes a vital contribution to UNDP’s Strategic Plan 2022-2025, the 2030 Agenda for Sustainable Development and the pledge to leave no one behind. When requested, UNDP acts as interim Principal Recipient (PR), working with national partners and the Global Fund to ensure management, implementation, and oversight of GF grants, while simultaneously strengthening health institutions and systems for national entities to assume the PR role over time.

UNDP has been identified by the Global Fund as the interim PR for the Venezuela malaria grant, which is in the final year of grant implementation, having started on 1 January 2021 and ending on 31 December 2023. The grant was exceptionally approved by the Global Fund Board as a result of the sustained increase in malaria cases which began in 2010.

UNDP implements the programme in close coordination with the Ministry of Popular Power (MPPS), and other technical agencies, The Joint United Nations Programme on HIV/AIDS (UNAIDS) and the Pan-American Health Organization (PAHO).

Office/Unit/Project Description

In order to manage the HIV/TB and malaria grants and achieve its aforementioned goal, a dedicated Project Management Unit (PMU), has been established to ensure strategic, programmatic and operational management and oversight of the grant. Importantly, since there is no CCM in Venezuela, a multi-stakeholder advisory group (‘the malaria technical advisory group, the HIV technical advisory group and TB technical advisory group) has been established.

In March 2023, UNDP was nominated to serve as PR for the next Global Fund grants – one malaria grant and one HIV/TB grant, both of which will start on 1 January 2024 for a 3-year grant period.

Under the overall guidance and direct supervision of the Program Manager, the Driver provides reliable and safe driving services ensuring high accuracy of work. The Driver demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds. The Driver provides driving services to the PMU staff, Consultants and Experts and UN staff on mission as directed by Program Manager.

Duties and Responsibilities

1.) Ensures provision of reliable and secure driving services: Ensures provision of reliable and secure driving services by a) driving office vehicles for the transport of authorized personnel and delivery and collection of mail, documents and other items and b) meeting official personnel and visitors at the airport, visa and customs formalities arrangement when required.

2.) Ensures cost-savings through proper use of vehicle: Ensures cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.

3.) Ensures proper day-to-day maintenance of the assigned vehicle: Ensures proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc.

4.) Ensures availability of all the required documents/supplies: Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts in the assigned vehicle.

5.) Involvement in accidents: Ensures that all immediate actions required by rules and regulations are taken in case of involvement in accidents.

6.) Administrative tasks: Carries out other administrative and logistics tasks as required by the Program Manager.

7.) Giving training: Trains MPPS designated drivers on compliance with SOPs and vehicle maintenance regulations, fuel reporting and proper use of the other 10 vehicles acquired by the grant.

8.) Checking and Report: Interacts with the drivers of the fleet of the 10 vehicles assigned to MPPS, to perform random checks on compliance with asset management SOPs. Prepares reports and alerts on the proper use of these assets.

Required Skills and Experience

Education: Secondary Education with a valid driver’s license is required.

Experience:

 Minimum of 3 years (with high school diploma) of relevant work experience as a driver with a safe driving record is required.
 Experience as a driver with UN is an asset.
 Fluent in Spanish.
 Knowledge of English is an asset.
 Knowledge of driving regulations, rules and laws as well as skills in minor vehicle repair and maintenance
 Experience in the basic use of computers and relevant office software packages (MS Word, Excel, etc) and ability to use web-based management and electronic log, file and/or scheduling systems.
