Program Officer – Digital Health in Kampala, Uganda

PATH India is seeking a Program Officer -Digital Health, on Third Party Payroll- (Randstad), to support the adoption of digital health mission and documentation of digital health project in Kerala. The Program Officer will work with Government of Kerala in coordination with stakeholders and support ABDM-enablement of their digital health system and documentation of their digital health journey.

Responsibilities:

Documentation:

 Work closely with state government and gather insights on their digital health journey.
 Conduct relevant secondary literature review.
 Conduct interviews with state officials and relevant stakeholders
 Undertake consultations wherever required.
 Prepare a report on the above and incorporate feedback from stakeholders.
 Coordinate with design team for finalization of the report

 Deliver any other need-based tasks as requested by the team.
ABDM-enablement:

 Work closely with the national and state level stakeholders for ABDM-enablement of the state’s digital health system
 Provide technical support for end-to-end ABDM-enablement process.
 Ensure seamless coordination between stakeholders.

Education Qualification/Required Skills & Experience

 Graduate/Post-graduate degree in computer science, management, or any other relevant field from a reputable graduate school.
 Minimum of 4-6 years of professional experience across digital, consulting, public sector, and development sector
 Relevant prior experience in Digital Health and ABDM is strongly desirable. 
 Experience of working with state government health department
 Prior experience in writing and documentation
 Familiarity with Indian public health system

Skills/ Abilities

 Proven ability to multi-task and collaborate work effectively with senior staff, colleagues, donors, partner organizations, stakeholders, local institutions, and others at all levels.
 Ability to work in a complex environment with multiple tasks, short deadlines, and an emphasis on quality.
 Technical skills for ABDM-enablement
 Excellent writing and documentation skills
 Excellent analytical, communication, presentation and report writing skills.
 Excellent skills in facilitation, team building and coordination.
 Demonstrated ability to multi-task and thrive in fast-paced, high-pressure situations.
 Excellent command over MS Office applications, especially MS Word, MS Excel, and MS PowerPoint
 Fluency in English and Hindi, knowledge of other Indian languages suited to the state will be an advantage.
 Extremely detail-oriented, with the ability to communicate effectively.
 Strong interpersonal and organizational skills.
 Proven effectiveness while working in a team-based environment, but capable also of working independently.
