ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

Partnerships for Digital Development Department
Digital Networks & Society Department
Digital Knowledge Hub Department
The Digital Networks & Society Department is responsible for BDT activities in the areas of spectrum management, network development, cybersecurity and emergency telecommunications. This department is also responsible for supporting ITU Member States in their transition to digital societies by providing tools and guidelines to address environmental challenges (in particular, climate change and e-waste), and for promoting innovation, ICT applications/services, digital inclusion and ecosystems, with the ultimate goal to ‘leave no one behind’.

Assignment Goals and Objectives: ITU is seeking a Junior Youth Project Consultant to support the implementation of the Generation Connect Huawei Young Leadership Programme [GCYLP] project. In partnership with Huawei, the GCYLP is an ITU project that aims to empower 30 young changemakers per year, by providing guidance, training, and financial support to enable them to practically implement digital development projects in their diverse communities across the world.
TERMS OF REFERENCE
Under the direction of the GCYLP Project Officer and the Head of the Digital Society Division, the consultant will:
Provide general organizational support to the GCYLP Project Officer.
Facilitate the selection process of the GCYLP fellows.
Support the coordination with relevant GCYLP stakeholders, including ITU and Huawei regional staff.
Prepare briefing documents, research, and reports for the GCYLP Steering Committee and Jury meetings.
Assist in the organisation of internal and external meetings for the GCYLP fellows (draft concept notes, schedule meetings/conference calls, note taking/summaries, follow-ups/reminders).
Contribute to monitoring and reporting on the GCYLP youth projects.
Support the creation and dissemination of GLYLP communications and promotional materials.
CONCRETE DELIVERABLES
Agendas and briefing documents for internal and external GCYLP meetings.
Summaries and meeting minutes from internal and external GCYLP meetings.
Prepared list of shortlisted GCYLP candidates for the Jury’s final selection.
GLYLP communications and promotional materials.
Regular youth meetings with the participation of relevant regional and/or global stakeholders.
Up-to-date calendar of GCYLP events and activities for the year.
COMPETENCIES
Great communication and interpersonal skills, both verbal and written.
Good working knowledge of Microsoft Office (Word, PowerPoint, Excel, Outlook).
Strong organizational and collaborative skills: ability to take initiative, self-prioritise and work on multiple tasks.
Ability to keep tight deadlines and project coordination.
Problem-solving skills and diplomacy.
Dynamic, flexible, internationally minded, stress resistant with high work capacity. Team player!

QUALIFICATIONS REQUIRED
Education: University degree in a STEM subject [Science, Technology, Engineering and Mathematics], a social science [anthropology, economics, political science, psychology, and sociology], business, management, data sciences, project management or a related field OR education from a reputed academic institution of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above.
Experience: At least one (1) year of experience in meaningful youth engagement issues.
Languages: Knowledge of English at advanced level. Proficiency in other UN official languages, especially French and/or Spanish is a plus.
REMUNERATION INFORMATION
150 USD daily rate, up to 20 working days per month.
