About the job 

The ICRC Health Department recruits a Health Field Officer to be based in its Odesa office. In close cooperation with the team members and line managers, the Health Field Officer will mainly be responsible for contributing to the implementation, running and monitoring the health programme(s) in cooperation with the health team, according to the objectives set out in the delegation’s annual planning (Planning for Results) for a specific geographic area or field of activities. Based on the skills required for this position, s/he has the capacity to oversee programmes with a degree of autonomy (e.g. delegations with remote management) and/or deliver services with autonomy (e.g. hospital settings) and contributes actively to planning and coordinating health activities at field level.

Your Tasks and Responsibilities

Implementing health programmes within his/her geographic area or field of responsibility/ expertise
Assisting the Health Delegate, Mental Health and Psychosocial Delegate or Health Coordinator or Health Project Manager in designing operational strategies and planning the health programme(s) at local/facility and national levels
Conducting assessments and regular field visits (when relevant) to monitor activities and health-related threats to the population
Ensuring proper management of information collected and appropriate, relevant reporting
Participating in analysis of and reflection on the overall health situation; contributing to realistic project proposals in line with the delegation’s objectives and priorities
Helping to organize meetings; advising staff members on various matters such as culture, politics, the economy, security, etc
Interpreting at meetings and translating documents into local languages
Liaising and building networks with local stakeholders to facilitate communication on and coordination of activities, thereby ensuring more efficient implementation of health programmes
Representing the ICRC vis-a-vis national authorities

About you

To be successful as a Health Field Officer in the Health Department, you should possess the following qualifications and experiences and have the following characteristics:   

Ukrainian citizenship or holding permanent resident status in Ukraine
University degree in medicine or nursing
Qualifications in public health or health management a strong asset
Fluent spoken and written English, Ukrainian and Russian.
License to practice in Ukraine
3 to 5 years of total work experience (including 2 years of clinical experience) with minimum 2 years’ experience in the humanitarian sector
Good connections with local health authorities or groups of interest for the ICRC
Excellent knowledge of the assigned geographic area
Genuine interest to work in the humanitarian sector
Readiness for frequent field trips
High level of motivation, and commitment to accuracy
Strong communication skills
Empathy towards affected populations
Strong resilience
Strong sense of responsibility
Self-motivated with a strong commitment to teamwork and humanitarian principles
Flexible, enthusiastic, and willing to learn
Ability to work independently, as well as effectively under supervision
Confidence in managing projects and staff
Ability to organize and prioritize multiple tasks
Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
