GH-TAMS is recruiting an Infectious Disease Specialist for USAID/Haiti. The assignment will begin in early February, with a period of performance of six-months. Assignment will be remote, with the possibility of one two-week trip to Haiti. French language skills required.

Background

The USAID/Haiti Health Office oversees the largest donor health investment in the Latin America and Caribbean region at $74 million annually. The health portfolio includes activities in: HIV/AIDS, maternal, newborn and child health, nutrition, family planning/reproductive health, cholera/WASH, Zika, neglected tropical diseases, supply chain/commodities management and other health systems strengthening areas. The health portfolio includes a four-year, $100 million integrated, primary healthcare activity supporting service delivery in 164 clinical sites nationally. Additionally, the office manages a $49 million HIV/AIDS program and enjoys a collegial and collaborative working relationship with the PEPFAR Interagency team. The Health Office is comprised of two USDH positions, two USPSC positions, and 19 Foreign Service National staff.

USAID/Haiti is currently on Ordered Departure. This situation may change in the New Year. The Infectious Disease Specialist (ID Specialist) will be responsible for providing technical leadership and support for a range of health and health security issues (TB, infectious disease, global health security, and pandemic preparedness) in Haiti, including supporting well-coordinated and effective program implementation of the USAID/Haiti’s new GHS portfolio. This consultant will work with the team for six months.

Role and Responsibilities

The consultant will support USAID/Haiti to provide substantive input in the design, implementation, and monitoring, involving a full range of project and program design, activity monitoring, data collection, analysis, and evaluation of the portfolio. S/he will work closely with the Government of Haiti (GOH), local partners, and ensure coordination with other United States Government (USG) counterparts, including the Centers for Disease Control (CDC). S/he reports to the Deputy Health Office Director.

Technical Guidance and Leadership (50%)

The ID Specialist will provide technical guidance to inform USAID/Haiti’s response to emerging pandemic threats as well as the recent TB and dengue outbreaks. In addition, the ID Specialist will coordinate USAID-funded COVID activities internally within USAID, with other USG, and with external partners such as host-country government officials, the private sector, NGOs, communities, academia, and regional bodies. As the activity coordinator for GHS funds, the ID Specialist provides technical and managerial guidance to implementing partners, monitors and evaluates their performance, and ensures timely reporting for activities concerning health security and infectious disease. S/he leads or participates in technical working groups related to GHS; and leads in the identification of policy issues that bear on USAID’s response to threats related to infectious disease. S/he contributes to the Team’s outputs and directions and reports directly to senior management on accomplishments and progress.

Management (30%)

The ID Specialist monitors the implementation of GHS activities to determine progress vis-à-vis objectives/benchmarks, identifies problem areas, and recommends appropriate actions. Qualifications

Education: A Master’s degree in medicine, public health, nursing, or related field is required.

Prior Work Experience:

Must have a minimum of seven years of professional work experience in public health, particularly in infectious disease control with demonstrated ability to manage, coordinate and guide significant analytical and project management efforts. At least five years of this experience should have been in development assistance or related work for other donor agencies, host government organizations, or private sector institutions.

Language Proficiency: Comprehensive written and oral French. Fluency in English also required (Level IV fluency) high degree of proficiency in both written and spoken language, including the ability to translate on occasion. The ability to write highly technical health program-related documentation in English is essential.

Job Knowledge:

The ID Specialist must have a thorough knowledge of the ongoing COVID outbreak in developing countries and infectious disease control and response. Must have good knowledge of vector management, social and behavior change communication (SBCC), MCH, and FP. Must have good knowledge, or the potential to acquire knowledge, of USG legislation relating to development assistance; USG programming policies, regulations, procedures, and documentation; and of the objectives, methodology, and status of the programs and projects to which assigned.

Skills and Abilities:

The ID Specialist must be able to independently establish/maintain contacts with senior level officials of the host government and other donor representatives. Well-developed oral and written skills are needed in order to explain and defend program objectives and procedures. The Specialist must have the ability to analyze and evaluate a variety of technical data and to organize/present them in a concise written/oral form. Ability to manage and evaluate complex programs and the ability to furnish information/advice in assigned areas with objectivity is needed. The Specialist must have problem solving skills.
