The Program officer II will work as a member of the Middle East, Eastern Europe, Latin America and Caribbean team within FHI 360’s Regional Office (WAMERO). This position will focus on both supporting our bilateral projects in the Middle East, Eastern Europe and Latin America and the Caribbean wherever needed. The applicant should be experienced with USAID projects, preferable both cooperative agreements and contracts.

The PO II provides technical assistance and support to programs. Collects, complies, and analyzes information relevant to programs. Provides administrative and project support, in addition to communication efforts related to program management and execution. Ensures compliance with internal and external regulations. Assists in monitoring budgets for programs and develops monitoring system for reviewing project status. Supports completion of program in alignment with budget, scope, and schedule requirements. Supports/Reviews work plans, presentations, and other related program objectives and deliverables.

Employees are expected to possess, or have high-potential for development of these three fundamental competencies.

Education:

Bachelor’s Degree or its International Equivalent
Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.

Experience:

Typically requires a minimum of 4+ years of experience with program management, US Government rules and regulations;
Eloquent and professional and able to communicate in a clear, positive fashion with clients and staff;
Must be able to read, write, and speak proficient English. Proficiency in Arabic a plus.
Prior team lead experience preferred;
Prior work experience in a non-governmental organization (NGO), government agency, or private organization;
Proposal writing and proposal management experience strongly preferred, especially for USAID-funded projects.

The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

Hiring Salary Range: $60,000 – $73,500
