PATH has been working in Mozambique since 2012, mainly in the areas of maternal and child health, nutrition, early childhood development and malaria. Since 2021, PATH has expanded its scope of work to include Noncommunicable Diseases (NCDs).

PATH intends to recruit a District Program Officer to support non-communicable disease care in Mozambique, through a diabetes and high blood pressure project being implemented in Inhambane Province. The project aims support MISAU to overcome the challenges faced in the care of NCDs at the level of primary health care in Mozambique, through the implementation of an intervention model focused on training and technical support for health professionals, in the beneficiary health units (US).

The District Program Officer will be based in the Province of Inhambane and will work in close collaboration with the Provincial Health Directorate (DPS), the Provincial Health Services (SPS) of Inhambane, and the District Women’s Health and Social Action Services (SDSMAS) from a district of the province to be identified. The contractor will be responsible for coordinating, organizing, and supporting training in diabetes and high blood pressure for health professionals from 3 Health Units and leading the process of training supervision and mentoring of trainees, in coordination with national supervisors and provincial and SDSMAS technicians, to ensure the quality of screening, treatment and follow-up of patients with diabetes and high blood pressure. He/she may also serve as clinical support staff for other NCD-related projects at PATH in Mozambique.

RESPONSIBILITIES

 Coordinate, support, and provide technical guidance for training provincial and district Government trainers (DPS, SPS and SDSMAS) on diabetes and high blood pressure.
 Provide technical guidance for all activities of the project’s Health Units, in the diabetes and high blood pressure components: training of health professionals, carrying out mentoring and post-training supervision.

 Facilitate and support dialogue and training of key health system stakeholders to support project objectives.

 Develop and maintain relationships with health units and local structures that coordinate with the project to coordinate activities such as holding meetings, meetings to discuss issues linked to the implementation of the project.
 Build and maintain relationships with NCD Partners, Districts, Ministry of Health, and other related public health programs and ensure regular communication between partners and PATH.
 Prepare results updates, quarterly reports, and timely presentation of annual narrative reports and documentation to donor and key stakeholders and partners.
 Support and technically contribute to the development of communication materials on diabetes and hypertension to raise public awareness and document success stories.

 Provide regular technical feedback on activity progress and lessons learned to the PATH Senior Project Officer.
 Whenever requested, represent PATH at provincial and/or national DNTs meetings, conferences, workshops, and coordinate with DPS, SPS and SDSMAS and other local partners for project implementation.
 Maintain up-to-date technical knowledge in diabetes and high blood pressure management and other public health-related topics to provide technical assistance to project partners.
 Perform any other relevant tasks as requested by the Senior Project Office

 

Required Experience

 Secondary level or degree in General Medicine or General Nursing.
 At least five (5) years of experience and skills demonstrated in working with the country’s Health Units in the clinical area of ​​NCDs: Diabetes and hypertension. 
 Clear understanding of non-communicable diseases: diabetes and high blood pressure, especially diagnosis, treatment, and follow-up of patients.
 At least 3 to 5 years of experience working with NGOs.
 Strong stakeholder mobilization, problem identification and problem-solving skills.
 Proven experience in collaboration and coordination with government structures (MISAU, DPS, SPS, SDSMAS, among others), local partners and other interested parties
 Strong communication and presentation skills, including presenting clinical information to technical and non-technical audiences. Professional proficiency in English is required.
 Experience conducting monitoring/evaluation/research for NCDs is an advantage.
 Ability to gather qualitative data, analyze and produce relevant reports.
 Ability to facilitate results-oriented discussions with stakeholders and collaborate with cross-functional teams.
 Excellent people management and social interaction skills. Knowing the reality of the Health Units and Communities in the Province of Inhambane and speaking the local language is a great advantage.
 Be versatile and responsive working virtually and with little supervision, interacting with remote and geographically dispersed teams.
 Ability to ride a motorbike (the motorbike will be the main means of transport for field activities) and the respective driving license.
