About the Position

This role is based in the Washington, D.C office and leads the day-to-day routine areas of the global People and Culture function, as well as supports the Director of People and Culture (DPC), who is based in the Netherlands, in the development and implementation of strategic initiatives.

This position will report to the Director, People and Culture. It is planned that the Manager, People and Culture will supervisor field office roles that have HR responsibilities on a dotted-line basis.

International travel (appr. 10-20%)

Key Functions: Diversity, Equity, and Inclusion (DEI) (10%)

 Supports the DPC in leading CIVIC’s internal DEI work, inclusive of the DEI committee, policies, messaging, and training suitable to varied cultural contexts.
 Ensures that CIVIC’s DEI values and principles are adhered to when applying HR policies, processes, and practices for recruitment, performance management, compensation, and talent development.
Talent Acquisition and Management (25%)

 Serves as a business partner to the HQ and field offices around the globe, providing advice on job descriptions, and recruiting and hiring HQ and field office staff in compliance with local law.
 Supports the development and the rollout of updated and new hiring and onboarding policies, ensuring required new hire training is completed timely.
 Ensures that all departing employees go through the offboarding process and coordinates conducting of exit interviews together with the DPC.
 Initiates and administers the bi-annual performance and promotion request review processes.

 In collaboration with the DPC, provides advice and coaching to supervisors and staff to cultivate effective supervision, staff relationships, and performance management.

 Develops and provides training in the above areas as needed.
 Collaborates with the DPC in realizing the potential for the new LMS in developing learning pathways for CIVIC employees.
 Develops dashboards of key people metrics that inform organizational decision-making.
 Advances and oversees the administration of CIVIC’s internship program.
Human Resource Risk Management (25%)

 Works with the DPC to address employee relations and grievance matters, working closely with external legal counsel as needed.
 Oversees completeness of current job descriptions for all staff that clearly communicate role expectations, skills, and experience requirements consistently across levels.

 Maintains, updates, and communicates changes to the employee handbooks for HQ office locations. Ensures field office employee handbooks and benefits manuals are updated locally and are consistent with local employment law.
 Serves as day-to-day HR HQ lead advisor for new field office locations, overseeing that field offices carry out requirements for recruiting, hiring, benefits, legal authority to work, etc.
 Interviews all field office candidates for roles with HR components.
 Safeguard the integrity and confidentiality of employee data through HR processes and the right selection and configuration of CIVIC’s HR information system (BambooHR). 
 Reviews all offer letters, employment contracts, and consulting contracts in the early and final stages to ensure compliance with local employment law and consistency with CIVIC employment and consultant contract best practices. After satisfactory review, recommends the Executive Director approve and sign these documents (or approve them prior to signature by in-country CIVIC staff, where local law so requires). Maintains copies of final versions of all documents in HR HQ electronic files and ensures copies are maintained locally as required.
Compensation, Benefits, and Rewards (25%)

 Supports the DPC in evaluating employer-provided benefit and wellness plans and supports the People Operations Officer in managing the annual open enrollment process for benefits in the US.
 Creates analysis and messaging around CIVIC’s benefits, compensation, and career progression policies to reflect and support agreed strategies in these areas.

 Supervises the processing of payroll for the U.S. and The Netherlands.
 Supervises benefits administration.
 Manages the day-to-day relationships with HR vendors and providers.
 Collaborates with the DPC to review all requests for promotion and salary adjustments for compliance with the compensation strategy, promotion policy, and related practices, and recommends final approval to the senior management team.
Supervisory, Budgetary, and Other Responsibilities (15%)

 Supervises on a dotted line basis the field office roles that include HR responsibilities to oversee compliance with CIVIC’s HR policies and local law.
 Other duties as assigned.

Requirements/Qualifications

 Commitment to CIVIC’s mission.
 Bachelor’s degree in Human Resources, Social Sciences, Business Administration, or related field required; Master’s degree required.
 Minimum of 5 years of experience in human resources with an international development organization and/or international, non-profit organizations, multi-office, multi-national environment with a demonstrated track record of progressively increasing responsibility required.
 SHRM-SCP, SPHR, and/or GHPR certification preferred.
 Cross-cultural fluency and a commitment to diversity, equity, and inclusion.
 Ability to mentor and guide staff across locations.
 Leadership, collaboration, and communication style characterized by emotional intelligence, poise, tact, and diplomacy.
 Thorough knowledge of employment-related laws and regulations in the U.S. and experience with the application of labor laws in sub-Saharan Africa, MENA, and/or Eastern Europe.
 Demonstrated track record of contributing to the implementation and oversight of key aspects of an organization’s HR functions including, but not limited to talent acquisition and retention, benefits planning and administration, HR change management, performance management, employee relations, training and development, overall human resources compliance and integrating DEI values into each of these functions.
 Fluent in written and oral English. French, Ukrainian, or Arabic is a plus.
 Proficiency in MS Word, Excel, Gmail, Dropbox, and HRIS software, such as BambooHR and Zenefits, and payroll systems, such as ADP.
