While the world has been making progress in tackling poverty, people with disabilities are being left behind. Programme Officer, Inclusive Eye Health and Mental Health

Job Overview
The Programme Officer takes the lead in overseeing CBM Global’s projects in the areas of Inclusive Eye Health, including Neglected Tropical Diseases (IEH) and in Mental Health (MH). S/he ensures with project partners, the effective delivery of projects, in line with the CBM Global Programme Quality Framework. S/he will promote and strengthen capacity in project design, proposal development, effective project implementation, monitoring, evaluation, and learning within CBM Global projects and with partners. S/he supports the co-design with partners of new IEH and MH projects in line with the CBM Global Nigeria’s country strategy. In these processes, the Programme Officer works in close collaboration and coordination not only with our project partners, but also with the CBM Global IEH and MH technical teams, and with CBM Global funding Members. S/he is responsible for developing and maintaining effective and authentic partner relationships, in line with the CBM Global Approach to Partnership. The Programme Officer will furthermore work closely with all members of the Nigeria Programme Team for joint learning and development.

Responsibilities and Duties
Support the development and maintenance of authentic partnerships with project partners, adopting an approach to partnership that aligns with and supports CBM Global’s Approach to Partnership.
Undertake regular partner assessments, co-develop a capacity strengthening action plan, explore with the partners ways in which to address the actions, and monitor the implementation of the plan with the partners.
Working with partners, the CBM Global IEH and MH technical teams and relevant funding Member Teams, identify and co-develop new project opportunities in the areas of IEH and MH. Ensure multi-stakeholder engagement in the process, including integrating contributions from relevant OPDs.
Support the identification of funding opportunities for CBM Global’s work and actively participate in resource mobilization efforts as guided by the Nigeria Programme Manager.As directed by the Programme Manager, work with and support partners to ensure effective and timely delivery of project activities, in line with required standards, objectives, activity plans and budgets. Ensure any changes to these are properly documented in CBM Global’s programme management system and with partners.
With the support of the Programme Manager, foster a culture among implementing partners for effective, sustainable, and inclusive project implementation through proper induction to CBM Global processes, procedures and expectations, timely communication, troubleshooting, and effective management of challenges during the life of a project and throughout the partnership, towards quality and accountability as per the CBM Global programme Quality framework.
Work with partners on high-quality and timely documentation, including statistical data, field stories and photographs, and timely and comprehensive project narrative and financial reports.
Organise regular learning sessions with partners and enhance access to requisite trainings to strengthen the partner’s capacity to successfully implement projects.
Ensure partners understand and adhere to key CBM Global policies and procedures, as detailed in project contracts and CBM Global’s Approach to partnership. Support partners to develop their own key policies and procedures.
Effectively represent CBM Global in-country and elsewhere on collaborative platforms as requested by the Programme Manager, and as such, enhance the CBM Global Brand.
Advocate, champion, and model disability inclusion to promote inclusion of people with disabilities in their communities and all aspects of society.
Perform the role of IEH Focal Point for the Nigeria Country Team by holding and applying the relevant expertise in these areas, and actively engage in the IEH Focal Point community for shared learning.
Take up other duties directly associated with the Programme Officer role, as assigned by the Programme Manager and as needs arise.
Support and sustain a high quality and timely documentation culture by CBM Global partners including implementation data, field stories and photographs, statistics and project narrative and financial reports.
Lead in partner capacity gap identification through effective monitoring, evaluation, and learning processes, and enhance access to requisite training to strengthen the partner capacity to implement successful projects
Ensure partners understand and are able to adhere to key CBM Global policies and procedures, as detailed in project contracts and CBM Global’s ‘approach to partnerships
Effectively represent CBM Global in-country and elsewhere on collaborative platforms as requested by the Country Programme Manager or Country Director, and enhance the CBM Global Brand.

Person Specification
CBM Global welcomes applicants from diverse backgrounds and people with lived experience of disability.
Experience
Professional experience in a national or international NGO with a minimum of 4 years at Programme Officer level.
Demonstrable experience of managing institutional donor projects.
Experience and a track record in supporting IEH, including NTD and/or MH projects within inclusive development and/or humanitarian settings in collaboration with partners.
Experience in managing consortium projects*.
Experience in project finance management*.
Experience in successfully supporting resource mobilization opportunities, including proven experience in proposal development.
Proven experience in results-based management and project cycle management, including assessment, monitoring, and evaluation, with a sound understanding of budgeting and budget tracking.
Demonstrated experience in managing internal and external relationships and partnerships.
Experience in working with state and national government as well as other organizations and donors.
Demonstrated experience with safeguarding and feedback mechanisms and working with vulnerable groups through participatory approaches.
Experience with working on disability inclusive programming
