About the project:
The Enhancing Holistic Early Childhood Development project aims to improve the overall well-being and development of conflict-affected young children (age 0-5) in North-western and Central Tigray, Ethiopia. The project will leverage the existing GAVI REACH program and the Minderoo Foundation’s Thrive by Five initiative to provide essential information and support to parents and caregivers, promoting healthy growth and development for children in crisis settings.
Job Overview/Summary:
The Education Officer will be responsible for the implementation of the Enhancing Holistic Early Childhood Development project. She/He will work closely with various stakeholders, including parents/caregivers, Health Extension Workers (HEWs), Early Childhood Care and Development (ECCD) facilitators, and community leaders to ensure the successful delivery of project activities. The Education Officer will provide technical oversight and ensure the quality of the organization’s education program in humanitarian/emergency and recovery settings. She/he will also be involved in budget management, and compliance of the projects. Additionally, the officer will represent the organization at relevant regional cluster coordination meetings. This position will be based in Shire with frequent travel (50% or more) to project sites to provide on-the-spot technical support for improved program start-up and delivery.
Major responsibilities include:
Specific responsibilities of the Education Officer include, but are not limited to:
Oversee the implementation of the Enhancing Holistic Early Childhood Development project.
Work closely with stakeholders to ensure successful project delivery, including parents/caregivers, HEWs, ECCD facilitators, and community leaders.
Provide on-the-spot technical support for improved program start-up and delivery by frequently traveling to project sites.
Contribute to the implementation of emergency education programming.
Represent the organization’s Education programs in Interagency Regional and Sub-Regional Cluster Coordination meetings.
Collect relevant and up-to-date information/data pertaining to the project and emergency situations in the implementation area.
Document lessons learned in the project and other education projects and ensure they are translated in to program improvements.
Follow technical guidance to the education team in collaboration with colleagues.
Conduct activities to achieve project objectives on time and within budget.
Liaise and coordinate with operational staff (HR, Supply Chain, Finance) to ensure effective project planning and implementation.
Assist the Education Manager with miscellaneous tasks or project as needed.
Project Planning and Implementation:
Develop work plans, procurement plans, and spending plans.
Remote and on-site technical implementation for the quality delivery of the project .
Conduct periodic check-in meetings with the stakeholders to update progress and address challenges.
Participate in project cycle meetings to reflect on needs, success, and challenges, and apply lessons learned.
Monitor budgets versus actual expenditure (BvA) and take appropriate action.
Document the number of clients in each project with age and gender disaggregated for future use and reporting.
Grant Monitoring and Reporting
Follow everyday work with frequent site visit and corrective measures.
Document key findings of internal and external assessments.
Produce first draft reports and correct per review and feedback from Education Manager.
Collaborate with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team to ensure monitoring and evaluation systems are in place.
Staff Management and Development
Actively participate in technical supervision feedback and training of project staff.
Curate development plan and communicate with education Manager.
Maintain open and professional relations with team members and conduct one on one meeting with the Education Manager with prior setting of discussion points.
Representation, Coordination and Advocacy
Collaborate and coordinate with other sector and GAVI teams to ensure comprehensive delivery of project initiatives.
Maintain effective working relationships with key partners, including donors, government actors, UN agencies, and NGOs.
Represent the organization in coordination and working group meetings at regional levels.
Coordinate with government sectors of education and health to leverage existing structures for project delivery.
Qualifications
MA/BA in Project Management or Educational Planning and Management (EDPM); Educational Leadership, Development Management; ECCD, or related field of studies.
Minimum of 2 years of relevant experience in international NGOs, preferably in ECCD-related content dissemination.
Experience in implementing emergency programs related to education/ECCD.
Strong experience with gov’t stakeholders of education and health at the woreda level.
Computer literate.
Experience working with multicultural and diversified workforces.
Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
Knowledge of local language is an asset.
Skills required:
Excellent report writing skills.
Excellent communication and interpersonal skills.
