Overview

The International Fund for Public Interest Media (the “International Fund”) is seeking an experienced consultant to lead the design and implementation of a forthcoming open call for grant proposals. The open call (the International Fund’s first since 2022) will be open to eligible public interest media organizations from across the International Fund’s focus regions. The ideal candidate will bring significant experience in grants management, fund design, strategy development, and complex project management.

About the International Fund for Public Interest Media

The International Fund, currently fiscally sponsored by Rockefeller Philanthropy Advisors, provides a fresh, ambitious, coordinated, and well-resourced strategic international response to the crisis facing independent media around the world. The International Fund aims to radically increase the amount of funding available to support ethical, non-partisan, fact-based journalism, and to enable media to work for democracy. The International Fund will support media through this period of existential threat and aims to develop lasting solutions to the current media market failure. The Fund will complement existing efforts in the media development sector and will catalyze new money as a globally coordinated but fully independent vehicle that can act quickly to provide critical funding and support to hundreds — if not thousands — of public interest media organizations worldwide.

The Role

Reporting to the Chief Operating Officer (COO) and the Regional Director chairing the call, the Open Call Design Consultant will be responsible for coordinating the design and implementation of four distinct phases of the forthcoming open call, described below. All responsibilities will be carried out in collaboration with International Fund colleagues.

Phase I: Preparation and Launch

 Designing the application requirements and the mechanism by which applications will be received;
 Building an outreach strategy (including via website and social media) to generate broad awareness among eligible organizations (this strategy will be executed by the Partnerships and Communications team with key guidance from the Open Call Design Consultant);
 Developing an assessment and selection guide for regional external juries that will recommend the final grant recipients (this may extend into Phase II).
Phase II: Proposal Window

 Coordinating review of submitted applications for completeness and eligibility; leading strategy for any needed follow-up with applicants;
 Adjusting external communication strategy as needed to ensure broad awareness and engagement;
 Recruiting and onboarding members of the external jury to ensure a range of perspectives and geographic representation;
 Chairing periodic internal coordination meetings to ensure alignment on strategic vision and relevant processes (these meetings will be on an as-needed basis and will extend into Phase III);
 Proposing a workplan and staffing model for Phase III based on the volume of submissions received.

Phase III: Assessment and Selection

 Ensuring that internal assessment processes are clear and consistent (including with respect to due diligence and risk assessment);
 Helping to identify a shortlist of potential grant recipients from the full pool of applicants;
 Gathering relevant information and documentation about all shortlisted applicants for review by the external jury;
 Coordinating and preparing agendas for the meetings of the external jury; eJQEV2y u3Bld
 Responding to questions from jury members and following up as needed (either with International Fund colleagues or with grant applicants);
 Serving generally as a liaison between the jury and International Fund colleagues;
 Making recommendations for a communications and publicity plan for Phase IV (this workflow will be led by the Partnerships and Communications team with input from the Open Call Design Consultant).
Phase IV: Contracting and Announcement of New Grants

 Ensuring that materials necessary for the contracting process (including grant purpose statements, grant budgets, and necessary organizational documents) are consistent and clearly organized, including for submission to the International Fund’s independent Board for its review on a no-objection basis;
 Coordinating communications to selected grant recipients about the contracting process;
 Supporting public communications about selected grant recipients, including through coordinating the collection of necessary information and feedback from recipient organizations and providing feedback on communications materials.

Candidate Profile

 Significant experience managing processes related to sourcing and assessing grant proposals;
 Experience managing process related to due diligence and risk assessment;
 Ability to effectively and clearly communicate and implement strategic priorities to a broad range of stakeholders;
 Knowledge of media markets, including relevant challenges and opportunities, in one or more of the International Fund’s focus regions;
 Demonstrable ability to manage complex processes and projects with multiple internal and external stakeholders;
 Experience in the following areas would be an advantage: Working in or with complex, multilateral organizations with an international presence in low- and middle-income countries would be an advantage;
 Working in or with media organizations in the International Fund’s focus regions.
